Mixed ownership company

Under this management method, the council or syndicate of councils entrusts management of the service to a mixed ownership or semi-public company, the capital of which is made up of public and private funds. It is this company which is responsible for making the investments and operating the service.

In this type of arrangement, the private sector has a minority interest and the public sector a majority one in terms of capital and course of action.

The local authority does not leave to the company alone the exclusive responsibility for investments, management and operating risks.
