Capacity Building Libraries
UNITAR has prepared a series of Capacity Building Libraries to facilitate access to a wide range of resources on various topics of chemicals management. The current set of libraries is presented below.
Synergies for Capacity Building under International Chemicals and Waste Management Agreements (1st Edition, 2004)
UNITAR has developed a Capacity Building Library entitled Synergies for Capacity Building under International Chemicals and Waste Management Agreements. The Library contains agreements texts, amendments and meeting reports, as well as resource materials and documents from international workshops addressing synergy development. It is intended to address the need of government officials and non-governmental stakeholders for ready access to key international policy documents relevant to identifying and implementing synergies for chemicals and waste management capacity building. Chemical Hazard Communication and GHS Capacity Building Library (Second Edition, 2007)
In response to continued interest and increasing momentum toward global GHS implementation, this Second Edition Library provides access to the latest publicly available resource documents related to chemical hazard communication and implementation of the Globally Harmonized System of Classification and Labelling of Chemicals (GHS). This edition includes the GHS and related international instruments; regional and national legislation, policies and guidelines; GHS capacity building resources, including information on projects, guidance and training materials; and meeting and workshop reports.
This library was prepared in the context of the UNITAR/ILO GHS Capacity Building Programme and is a contribution to the WSSD Global Partnership for Capacity Building to Implement the GHS. A CD ROM version is also available to provide these materials to those who do not have regular access to the internet. Interested parties are encouraged to contact UNITAR for a copy of the CD ROM or to submit electronic versions of chemical hazard communication-related documents for future editions. Pollutant Release and Transfer Register Capacity Building Library (2nd Edition, 2003)
In response to the growing number of countries to access resource documents which are relevant to national PRTR initiatives, UNITAR, in close collaboration with the IOMC PRTR Coordinating Group, has prepared the Pollutant Release and Transfer Register Capacity Building Library to assist governments and interested parties in making informed choices in designing and implementing national PRTR systems. This library is also available on CD ROM to provide access to such material to those who do not have sufficient access to the Internet. The library is a starting point: interested parties are encouraged to contact UNITAR to submit electronic versions of PRTR-related documents for future editions.
The CD includes some 300 documents:
- PRTR-related legislation and policy recommendations
- official national PRTR data reports
- international guidance documents on PRTR design
- documents on public dissemination, right-to-know and data evaluation
- guidance on emission release estimation
- reports on international conferences, workshops and related events
- PRTR-related website addresses

UNITAR Guidance and Training Material Relevant to the Stockholm Convention on Persistent Organic Pollutants CD (2nd Edition, 2006)
The UNITAR approach to chemicals management embodies the philosophy that, in the medium- to long-term, countries need to develop basic chemicals management infrastructure in order to realise both chemicals-related priorities at the national level, and international commitments such as those made under various conventions and agreements--including the Stockholm Convention. This CD includes over 30 documents from a number of UNITAR programme areas that facilitate such infrastructure development, including:
- national profile development
- development of integrated national programmes for the sound management of chemicals
- action plan development
- pollutant release and transfer register (PRTR) development
- risk management decision-making
- implementation of the Globally Harmonized System of Classification and Labelling of Chemicals (GHS)
