SAICM Enabling Activities
National SAICM Capacity Assessment
The purpose of a National SAICM Capacity Assessment is to document existing capacities (and gaps) among government, business and industry, and public interest and labour organizations, and to present their respective priorities. The identification of such capacities, gaps and priorities can assist in preparing countries to implement SAICM in a systematic manner. The assessment, as part of its conclusions, also identifies common priorities and opportunities for specific partnership projects involving government and other stakeholders.
Based on the National Chemicals Management Profile (and other relevant materials, such as National Implementation Plans for the Stockholm Convention), government, business and industry, and public interest and labour organizations collaborate to prepare the assessment. UNITAR has developed guidance for developing national SAICM capacity assessments in collaboration with international and national partners, including FAO, ILO, UNDP, UNEP, UNIDO, WHO, OECD, the World Bank, OPCW, the Secretariat of the Basel Convention, the Swiss Agency for Development and Cooperation, and the SAICM Secretariat. In May 2007, the Inter-Organization Coordinating Committee of the IOMC reviewed the document and endorsed it as an IOMC publication. The guidance document is available in English, French, Spanish, and Russian versions.
