National Implementation Plan Development
Article 7 of the Stockholm Convention states that each Party shall "(a) Develop and endeavour to implement a plan for the implementation of its obligations under this Convention; (b) Transmit its implementation plan to the Conference of the Parties witin two years of the date on which this Convention enters into for it; and (c) Review and update, as appropriate, its implementation plan on a periodic basis and in a manner to be specified by a decions of the Confernce of the Parties." This "National Implementation Plan" provides a framework for a country to design and implement, in a systematic and participatory way, the various measures necessary to meet the obligations of the Convention.
UNITAR stands ready to assist countries with the development of National Implementation Plans (NIPs) under the Stockholm Convention. UNITAR assists countries and their GEF Implementing Agencies (such as UNDP, UNEP, and UNIDO) with the execution of international aspects of NIP support, including:
- Provision of expert inventory development training
- Support for NIP officials to participate in selected international-level capacity building training activities
- Training to assist with national awareness-raising activities
- Assistance related to the formalisation of the NIP coordinating mechanism
- Training to assist with priority- and objective-setting
- Training for the development of a financial resource mobilisation strategy
UNITAR is assisting the following countries with National Implementation Plan development GEF Enabling Activities.
The Union of the Comoros: In April 2005 UNITAR signed an agreement with UNDP (the GEF Implementing Agency) and the Government of Comoros to assist the Ministry of Development to co-execute the development of Comoros' NIP for the Stockholm Convention. Over a period of 18 months, the project involved, inter alia, assistance with: establishing the enabling activity coordinating mechanism, setting objectives and priorities for POPs and POPs reduction and elimination options, and NIP preparation and finalisation. The Union of the Comoros transmitted its NIP to the Conference of the Parties on 29 January 2008.
Pakistan: From April 2004 to October 2006, UNITAR assisted Pakistan (GEF Implementing Agency: UNDP) in key areas of its NIP Enabling Activity. Activities to assist Pakistan included: skills-building on many aspects of NIP development, inventory compilation, and capacity gap assessment in order to create a solid foundation for further development of the NIP according to the needs of the Pakistan Government and Stockholm Convention. Pakistan ratified the Convention on 17 April 2008.
Mozambique: UNITAR assisted Mozambique (GEF Implementing Agency: UNEP) with certain aspects of NIP development, including national priorities and objectives, identification of POPs management options, training on cost benefit analysis, and evaluation of the costs and benefits of management options.
Thailand: UNITAR provided assistance to Thailand (GEF Implementing Agency: UNEP) in priority assessment, objective setting, and NIP formulation.
Togo: UNITAR assisted Togo (GEF Implementing Agency: UNIDO) with the development of a PCBs inventory and National Profile updating. Togo transmitted its NIP to the Conference of the Parties on 13 October 2006.
People's Republic of China: From March 2006 to March 2008, UNITAR assisted the Peoples' Republic of China (GEF Implementing Agency: UNIDO) with capacity building and training related to the development of its NIP. This included action plan skills-building and NIP formulation.
Democratic People’s Republic of Korea: As part of its NIP development, UNITAR has assisted the Democratic People’s Republic of Korea with action plan skills-building, training on management options, priority-setting, and inventory development.
Bhutan: UNITAR, in cooperation with UNEP, is providing pre-NIP training and assistance to Bhutan on National Profile development and priority setting (as a project under the Canada POPs Fund).
