TW8: Thematic Workshop on Synergies for Capacity Building under International Agreements Addressing Chemicals and Waste Management

The Thematic Workshop on Synergies for Capacity Building under International Agreements Addressing Chemicals and Waste Management took place from 30 March - 2 April 2004 in Geneva, Switzerland. It was organised by UNITAR in collaboration with the Secretariats of the Basel Convention and OPCW, the Geneva Environment Network (GEN) and UNECE, and took place within the framework of the Inter-Organization Programme for the Sound Management of Chemicals (IOMC). Funding was kindly provided by the Swiss Agency for Development Co-operation and the OPCW. The workshop brought together 81 representatives from developing countries, countries with economies in transition, industrialised countries, international organisations, non-governmental organisations including industry, public interest groups, and labour unions. Secretariats representatives from the following international agreements were present: Basel Convention, Chemical Weapons Convention, Aarhus Convention, ILO Convention 170, Stockholm Convention, Rotterdam Convention, and Montreal Protocol.

Through a series of working groups and plenary discussions, the event took stock of existing international initiatives and regional activities and served as an important preparatory activity for country-based pilot projects on integrated chemicals and waste management, which commenced in March 2004. The workshop developed observations and recommendations--grouped under several major themes--aimed at countries, intergovernmental organisations, non-government organisations, and other key actors to assist with integrated capacity building for implementing national-level solutions towards implementing chemicals and wastes related international agreements. Following a request made by several governments at the first session of the Preparatory Committee for the Development of a Strategic Approach to International Chemicals Management (SAICM PrepCom1) held in Bangkok, Thailand in November 2003, the outcomes of the workshop also informed an information paper on "Opportunities for Integrated Chemicals and Waste Management Capacity Building" which UNITAR submitted to PrepCom 2 of SAICM in October 2004.
