CIFAL El Salvador was established in 2015 under the auspices of the Vice-presidency of the Republic of El Salvador with the objective of contributing to develop and strengthen leadership and management capacities of government officials to better respond to development challenges.

The CIFAL aims to facilitate the transfer of knowledge and best practices, encourage cross-sectoral collaboration, and to contribute to the development of local and national strategies.

CIFAL El Salvador Director

Carlos Palma

Mr. Carlos Palma is the Executive Director of CIFAL El Salvador carrying over 10 years of experience in local government administration. Mr. Palma is the former Mayor of the City of Santa Tecla in El Salvador (2013-2015).  He has been an elected City Council Member (2006-2012) responsible for youth policies, international relations, and community development in the City of Santa Tecla.

As the officer responsible for international Relations on behalf of the Municipality, Mr. Palma was dedicated to strengthen the ties with other cities around the world and to develop cooperation projects.

Currently, he also serves as Congressman and is member of the Youth and Sports Committee, as well as at the Legislative Committee (2015-2018)
