UNITAR e-Learning Course on 'Debt Rescheduling with the Paris Club'
These

The purpose of this compilation is to help prospective participants assess
the usefulness of the course.
| Course Objectives and Expected Outcomes |
| This
course was primarily addressed to government officials dealing with
management of public and publicly guaranteed debt. Participants of
this course should have obtained a greater (1) knowledge of the real
life examples and the mechanisms that a negotiation with the Paris
Club implies including the meaning of each of the terms and items
to be negotiated and their specific meaning in the Paris Club context,
(2) emphasis on the legal aspects to bear in mind during the different
steps of the negotiation considering that the Paris Club Agreed Minute
is not a "binding contract" by law but in fact more a "Gentleman's
Agreement" than a formal legal document, (c) understanding of
the different clauses and their implications that have to be clearly
understood by the negotiators before reaching the formal legal issues
that will arise after the Paris Club has taken place. |
| Course Duration and Work Load |
| This
course was conducted by UNITAR over the internet and was made available
to participants for a six-week period. The course required participants
to work for at least 25 hours to complete all compulsory reading materials
and assignments during this six-week period. The work load for this
e-Learning course was equivalent to a five-day traditional (face-to-face,
instructor-led) workshop. |

| This e-Learning course provided participants with (a) compulsory reading materials; (b) additional reading materials; (c) bibliography of references; (d) glossary of terms; (e) external links to Internet resources; (f) lesson reviews; (g) an instructor-moderated asynchronous discussion board; (h) community tools for email exchanges among course participants and with instructors; (i) quizzes and assessments; and (j) learning tools using new information technologies. |
It is the best e-learning method for such a course.
It has been a wonderful experience participating for the very first time.
