UNITAR
e-Learning Course on
'Understanding International Contracts and Loan Agreements'
These selected
comments were taken from the Course Evaluation Questionnaire (Survey)
submitted by the participants. Due to limited space we cannot print the
hundreds of comments made available. The purpose of this compilation is
to help prospective participants assess the usefulness of the course.

The course was very informative. I like very much the course structure
format, the director's comments were highly valuable and helped greatly
in understanding the legal languages of loan contracts.

Objectives and Expected Outcomes |
This
course was primarily intended for government lawyers, economists,
policy makers and other government officials from developing economies
who are interested in learning more about negotiating international
loan agreements. Participants of this course: (a) have obtained a
greater knowledge of mechanics of loan agreements in order to assist
loan negotiators and borrowers in particular appreciate the implications
of the commitment assumed; (b) were introduced to the varied clauses
of the loan agreement and their purposes and implications in an agreement
showing that only by careful negotiation can the development aspirations
of a borrower from such agreements be realized; (c) sensitized that
knowledge of basic clauses and the anatomy of the loan agreement is
key to successful debt management as a matter of law and contract
rather than politics; and (d) were provided with the opportunity to
enjoy the benefits of e-learning on mechanics of loan agreements using
basic clauses and examples.

Duration and Work Load |
This
course was conducted by UNITAR over the internet and was made available
to participants for a six-week period. The course required participants
to work for at least 25 hours to complete all compulsory reading materials
and assignments during this six-week period. The work load for this
e-Learning course was equivalent to a five-day traditional (face-to-face,
instructor-led) workshop.

e-Learning course provided participants with (a) compulsory reading
materials; (b) additional reading materials; (c) bibliography of references;
(d) glossary of terms; (e) external links to Internet resources; (f)
lesson reviews; (g) an instructor-moderated asynchronous discussion
board; (h) community tools for email exchanges among course participants
and with instructors; (i) quizzes and assessments; and (j) learning
tools using new information technologies. |

It was a wonderful experience with great consistency in the quantity and
quality of information. A really excellent opportunity to come in contact
with great professionals from all over the world. I thank you again for
this course to all the UNITAR Team, to the course instructor, and to all
my colleagues. It was one of the best times in my life. 
I find the course a very proactive attempt by the UNITAR to level the
playing field between lender nations and organization and borrowers nation.
The course is very beneficial to me and other participants in Sierra Leone
since it has helped to our understanding about how debts taken by our
state are assessed and what conditions/strings attached to such loans.

I was amazed to discover how stiff the loan conditions of multilateral
lenders are; and even more amazed to discover that bilateral aid was not
simply "aid" as any common English dictionary will define it;
rather many strings were attached to it. These are the two things that
I, as a trainer in Financial Resource Mobilization, will emphasize and
caution the staff of 339 local governments in Cameroon to be wary of when
going in for loans/aid and/or when negotiating loan agreements.
The course was interesting and challenging. It enhanced my knowledge and
was very much related to my day-to-day work. I have also shared my experience
with other colleagues at work and they have also appreciated a lot from
the course materials and are interested in enrolling for some courses
at UNITAR. 
I am more prepared and I understand a loan agreement and its consequences.
I am really happy to see that I have taken this course and have successfully
finished it. Thus, I would like to thank all the people who have organized
and run the course for their invaluable guidance and support they have
provided us throughout the course. 
I thank the Management of UNITAR for the opportunity given me to participate.
I would be looking forward to see myself participating in the coming courses.
It has been a wonderful experience to interact freely with the world on
the topic that is very educative and sharing with people from different
background and nations with different policies. Many thanks to UNITAR.

Overall the e-Learning course was exceptionally good. I learn a lot from
this course, and the knowledge gain will serve as a basis for further
investigation and research in this area. Thanks for selecting me. I look
forward to participating in other UNITAR e-learning courses, and I am
confident that next time I will do even better, especially with regards
to greater participation in the discussions.
I want to say that I am happy with the way the course is structured. The
simplicity as well as the richness of the course content was good. My
knowledge on the structure of loan agreement has been greatly enhanced.
I am feeling fulfilled.
It was very interesting and enlightening. Being my first e-learning experience,
it opened a whole new vista of knowledge acquisition for me. I would be
grateful if I could be given more opportunities to participate in subsequent
UNITAR courses. 
This has being an eye opener on the World Bank's loan agreement of my
country, so that if any loan agreement is not properly contracted. One
can know what went wrong, probably they did not fully understand the terms
or just lazy to negotiate for best deal. I wish UNITAR all the best in
the effort to educate citizens whose countries are members of the United
Nations. I believe your courses are very educational and hope to take
part in the upcoming course that will not benefit me but the country in
terms of building the capacity of other institutions. A Big Congratulation!

I was very delighted with my performance, I am very happy that Ii have
known a large variety of people. It was really an experience not to be
missed. The course was really full of easy going in all aspects through
my participation. Hope to continue participating in UNITAR course because
they open to the world wider. 
It was a period of
learning that I will cherish for a long, long time to come.
