Why the
Legal Aspects of Debt and Financial
Management? |
| |
A
number of international organizations already conduct training
and technical assistance in debt and financial management issues.
UNITAR has developed a comparative advantage in the legal aspects
of debt, financial management and international negotiation and
thus complements the work and efforts of other organizations.
Following an expert meeting held in Geneva in April 1987, it was
noted that borrowers seldom take recourse to legal advice before
and during international financial negotiations and that in developing
countries there is a lack of awareness of the importance of the
legal aspects in the borrowing process. [back to

This
training programme is multidisciplinary in nature, meaning that
it invites both lawyers and non-lawyers alike to workshops, seminars
and conferences in areas relating to the legal aspects of debt
and financial management. This has the advantage of exposing government
officials to the crucial role of all parties (whether lawyers,
economists, accountants, policy makers, etc.) in the formulation
of a sound borrowing strategy or in the conduct of international

UNITAR's
seminars and workshops try and invite a range of institutions
which are involved in the borrowing process. Besides government
departments, these may be parastatals involved in borrowing (e.g.
airlines, telecommunications companies, railways, etc.), parliamentarians

Our
seminars and workshops do not charge a fee. Participants thus
have to pay for travel and stay expenses. In most cases, participating
institutioins or their sponsors pay for the travel and stay costs.
However, there may be instances where UNITAR partly covers these

stands for the United Nations Institute for Training and Research.
UNITAR is an autonomous institute of the United Nations establised
in 1965 with the mandate of conducting training and research activities
in the field of international affairs management as well as social
and economic development. UNITAR Head Quarters are located in

training programme in the legal aspects of debt and financial management
is committed to both training and capacity building in developing
countries and economies in transition. Besides providing a 'trickle
down' effect to institutions from where participants are drawn and
trained, and besides creating a network of individuals who will
be in contact across borders (through UNITAR's regional training
approach), UNITAR has developed specific tools for capacity building.

Are internships

Since
1990, UNITAR's training programme in the legal aspects of debt and
financial management has been taking in a steady flow of interns
from universities and research institutes across the globe. Our
internship programme ideally invites candidatures of undergraduate
students with an international finance/trade/economics background,
students who are motivated to work in an international environment
and further their understanding of the 'development agenda'. We
prefer interns to stay for a four to six month period at our Geneva
premises. Our internships are not remunerated. For more information,

When did
this training programme commence? |
| |
UNITAR's
training programme in the legal aspects of debt and financial management
started in April 1987 following a high-level expert meeting which
was held in Geneva. This expert meeting studied the training needs
of external debt managers in Sub-Saharan African countries and proposed
that UNITAR train in the 'legal' aspects of debt and financial management
which was hitherto neglected.

When
will UNITAR be offering online training and
e-learning courses? |
| |
UNITARs
training programme in debt and financial management has taken the
lead in the development of online training courses. This is indeed
a very challenging assignment for us since we have not developed
online courses before. However, our experience in regional training
will bring a lot of practically related training to the forefront
and
e-learning will indeed be a positive vector for our traditional
training dissemination. The DFM team has been studying the pedagogical
methodology to apply and the course texts are being written to suit
an e-learning audience. UNITAR will also host its e-learning courses
on the Blackboard platform, which is a user-friendly and flexible
e-learning portal. We expect to test our first 30-hour online course
by mid-2003. We hope to start offering e-learning during the latter
part of 2003.

What
does e-Learning mean at UNITAR?
|

e-Learning
is learning by using a computer and internet connection as well
as connecting and interacting online with a community of users,
participants or trainers. e-Learning, Computer-Based Training
(CBT), Internet-Based Training (IBT), Web-Based Training (WBT),
Online Training and a host of other names picked up along the
way are all very related, if not the same. e-Learning allows you
to learn anywhere and usually at any time, as long as you have
a properly configured computer. e-Learning can be CD-ROM-based,
Network-based, Intranet-based or Internet-based. It can include
text, video, audio, animation and virtual environments. UNITAR/DFM
intends to use an asynchronous training methodology to offer its
traditional courses using New Information Technologies and the
Internet. This means, courses will be set up to allow self-paced
internet-based learning. Courses will allow online access to instructors
and fellow students/participants through discussion boards, discussion
groups and e-mail. Some courses may also be totally self-contained
with links to reference materials in place of a live instructor.
