Training and Capacity Building Programme in the Legal Aspects of Debt,
Financial Management and Negotiation for French-speaking African countries
Agreement
Signed between UNITAR and Pôle-Dette for Training
in French-speaking Africa
UNITAR and Pôle-Dette (the training arm of two West and
Central African Regional Banks, i.e. BEAC and BCEAO) have signed an
Aide-Mémoire detailing joint training and capacity building activities
in the Legal Aspects of Debt, Financial Management and Negotiation for
Central and West African nations, mainly French-speaking. As part of
this agreement, UNITAR will assist Pôle-Dette in conducting
(a) a Needs Assessment in relation to
training in the legal aspects of debt and financial management, and
(b) a series of regional seminars between October 2001 and December
2002. Needless to say, all activities will be conducted in the French
language.
What is Pôle-Dette?
Pôle-Dette is the technical training unit of the Banque des Etats
de l'Afrique Centrale (BEAC) and the Banque Centrale des Etats de l'Afrique
de l'Ouest (BCEAO), and is responsible for putting in place and running
the training and capacity building programmes in relation to debt and
financial management for Central and West African countries. Pôle-Dette
has been given this mandate since 1999, which primarily includes the
organization and conduct of high-level seminars as well as skills building
workshops for senior and middle-level government officials involved
in debt and financial management issues. It will also be responsible
for conducting needs assessment and impact assessment missions in relation
to its training programmes. Pôle-Dette is currently located at
the BEAC Secretariat in Yaoundé, Cameroon.
Beneficiary Countries as part of new agreement between UNITAR and Pôle-Dette
This joint training programme will cater to fourteen countries from
the Zone-Franc as well as two additional French-speaking countries which
are not member of the Zone-Franc (Mauritanie and Guinée). Following
is the list of sixteen countries which will benefit from training and
capacity building activities as part of this programme:
Bénin; Burkina-Faso; Cameroun; Congo;
Côte d'Ivoire; Gabon; Guinée; Guinée-Bissau; Guinée
Equatoriale; Mali; Mauritanie; Niger; République Centreafricaine;
Sénégal; Tchad; and Togo.
