Agreement Signed between UNITAR
and MEFMI for
Training/Capacity Building in East and Southern Africa
(Joint Regional Workshops; Use of Information
Technology and Development of joint On-line Training Courses; National
Profile Project for three selected countries; Sharing and Disseminating
Publications; and Information Sharing)
UNITAR and the Macroeconomic and Financial
Management Institute for East and Southern Africa (MEFMI, Harare) have
been collaborating formally since January 1998 and informally since
the mid-1990s. Previous collaboration has been primarily linked to joint
training activities. The new agreement between the institutes enlarges
the scope of collaboration (see below) to a considerable degree and
beyond just training. This is indeed a very positive development. MEFMI
and UNITAR recognize commonality of purpose, methodology and programs
that exists within the debt management efforts of the two organizations
in Eastern and Southern Africa. The two institutes would therefore wish
to collaborate on some joint programs, on a cost-sharing basis as is
stipulated below.
Specific areas of mutual benefit and complementarities
in debt management (both in training and in capacity building) have
been identified, as follows:
Regional Training:
- Institutional and Legal Aspects of
Debt Management
- Loan Negotiation and Drafting
- Role of the Lawyer in the Borrowing
Process
- Development and Regulation of Capital
Markets
- Awareness-raising of Parliamentarians
in Legal Aspects of Debt Management
- Development of Training Materials
Use of New Information
Technologies:
- Developing a joint methodology for introducing
On-line Training in MEFMI member States
- Posting information/materials/expert
information on respective websites (MEFMI and UNITAR) with a view
to making it as widely available as possible
Capacity Building:
- Initiation of a process to Assess the
Legal Infrastructure in relation to Financial Management of MEFMI
member States
Information Sharing:
- Sharing programme/project documents
as well as strategy papers and work plans
- Publications and Information Exchange
