The deadline for applications
for self-funded participants has been extended until Friday,
25 April 2008.
UNITAR is now accepting applications for the July-August
2008 Session of the United Nations International Law Fellowship
Programme. The 2008 Fellowship Programme will be
conducted in English. Fluency in spoken and written
English is required. The next Fellowship Programme in French
will take place in 2009.
The Fellowship Programme will take place in the Peace Palace
in The Hague/Netherlands from 7 July to 15 August 2008.
Please note that the deadline for applications is 18 January
2008.
Candidates from the following countries, which were granted
fellowships last year, are not eligible to apply for a fellowship
in 2008:
Azerbaijan, Benin, Burkina Faso, Burundi,
Cambodia, Chad, Colombia, Côte d’Ivoire, Croatia,
the Democratic Republic of the Congo, Guinea, Haiti, Jordan,
the Lao People’s Democratic Republic, Lebanon, Madagascar,
Mali, Mauritania, Rwanda, Senegal, Thailand and Vietnam.

Information |
Background
The United Nations International Law Fellowship Programme
was launched under the United Nations Programme of Assistance
in the teaching, study, dissemination and wider appreciation
of international law, established by General Assembly Resolution
2099 (XX) of 20 December, 1965. The Fellowship Programme
is organized by the Office
of Legal Affairs of the United Nations in cooperation
with the United Nations Institute for Training and Research
(UNITAR).
Objectives
The fellowships are intended to enable qualified professionals,
in particular mid-level government officials and young university
teachers of international law, from least developed and
developing countries as well as from countries with economies
in transition to acquire additional knowledge of international
law and of the legal work of the United Nations and its
associated bodies. Candidates from other countries can apply
for participation on a self-financed basis only.
Course Content
The Programme comprises participation in seminars, attendance
of lectures at The
Hague Academy of International Law, as well as study
visits.
Subjects on the course curriculum may include the following
topics:
Law of Treaties, Intellectual Property Law, Law of
the Sea, International Protection of Human Rights, Refugee
Law, International Criminal Law, International Environmental
Law, International Humanitarian Law, International Investment
Law, Law of International Watercourses, International Trade
Law, Recent Developments in International Law.
Methodology and Training Material
The Fellowship Programme will be conducted in the form
of seminars and debates to allow a maximum of exchange of
views. The participants will also be requested to make country
presentations on various topics on the agenda of the Fellowship
Programme. To prepare for these presentations, the participants
are required to familiarize themselves fully with their
respective country's policies, priorities and problems related
to particular subjects on the Programme's agenda.
A comprehensive set of training materials will be distributed
to the participants at the beginning of the Programme.
Certificates will be awarded to the fellowship participants
who have completed the Programme.
Participation/Qualifications of Applicants
To qualify for the fellowship, candidates must be between
24 and 40 years old. They should be law graduates with practical
experience in the field of international law acquired by
working for a public or private organization or a university.
Candidates will have to certify that they are able to attend
the entire Programme period. The Programme will accommodate
up to 24 fellowships.
Selection Process
When selecting participants, the Office of Legal Affairs
of the United Nations/UNITAR joint selection board will
give due consideration to the candidates' qualifications,
to the scope of their professional duties and to adequate
geographical and gender distribution of the fellowships.
Applications from female candidates are encouraged.
Candidates from the following countries, which were granted
fellowships in 2007, are not eligible to apply for a fellowship
in 2008:
Azerbaijan, Benin, Burkina Faso, Burundi, Cambodia,
Chad, Colombia, Côte d’Ivoire, Croatia, the
Democratic Republic of the Congo, Guinea, Haiti, Jordan,
the Lao People’s Democratic Republic, Lebanon, Madagascar,
Mali, Mauritania, Rwanda, Senegal, Thailand and Vietnam.
Course Language
The 2008 Fellowship Programme will be conducted in English.
Fluency in spoken and written English is required. Applicants
whose mother tongue/language of instruction is not English
are required to submit proof of their language abilities.
Candidatures without valid language certification will not
be considered.
Financial Arrangements and Accommodation
The Programme will cover the fellowship recipient’s
travel costs in economy class as well as medical insurance,
the training material and the registration fee for The Hague
Academy of International Law. In accordance with policies
and procedures governing the administration of United Nations
fellowships, participants will receive a stipend to cover
their living expenses. Accommodation will also be provided
by the Programme.
Additional places will be made available on a self-financed
basis for participants who will have to take care of all
the costs associated with their participation (travel, accommodation,
living expenses, registration fee for The Hague Academy
of International Law).
Application Procedure
To apply for the Programme, please read the instructions
on the application form carefully, complete the form legibly
and ensure that it arrives by the deadline, 18 January
2008. Incomplete applications and applications
received after the deadline will not be considered.
