Cutting-edge expertise on various governance and human development topics from UN entities can be deployed as state-of-the-art content and delivered to government officials, in particular in Least Developed Countries, via the UNITAR e-learning platform. The e-Governance Programme develops strategic partnerships to expand the access of beneficiaries worldwide to such expertise.

In addition to face-to-face and e-learning activities, the e-Governance Programme explores linkages between mobile technologies and development, in particular the potential of mobile learning and the uses of ICT to deliver development objectives to citizens around the world.

The mobile revolution is yet to be fully harnessed to enhance the capacity of the public sector, as well as citizens and private partners, to address various development issues. New strategies can be devised to expand knowledge delivery with learning packages offered through applications developed for hand-held smartphone devices with internet connection, such as iPhones, Blackberries, and others.
