Principle 10 National Profile and Action Plan Project in Mali

The Ministry of Environment and Sanitation of Mali and UNITAR signed a Memorandum of Agreement concerning the project “Preparation of a National Profile and Action Plan to Implement Principle 10 of the Rio Declaration” in March 2009.

“This project constitutes the corner stone for improved public participation in decision-making processes, and for better access to information and environmental justice in Mali”, says Mr. Mamadou Gakou, Director-General of the Malian Agency for Environment and Sustainable Development and national project coordinator. The focal point for the project is Dr. Allassane Ba, Chief of the Environmental Conventions, Agreements and International Treaties Bureau. A National Coordinating Team was established to guide and oversee project implementation.

A National Planning Workshop took place on 5 August 2009 in Bamako. Some 35 participants from a range of government agencies and stakeholder groups participated in the event. Participants discussed the work plan and the establishment of a multi-sectoral and multi-stakeholder management structure to oversee the preparation of Mali’s Principle 10 National Profile and Action Plan. The workshop was considered as a first step towards strengthening participatory environmental governance, a major interest for the Government of Mali within the context of changing dynamics in society. National Priority Setting Workshop
A National Priority Setting Workshop on Principle 10 Implementation took place from 21-22 December 2010 in Bamako. More than 40 participants from different governmental and non-governmental organizations attended the workshop. Working groups were created to discuss and adopt the National Profile, to identify national priorities and to propose specific activities to address them. The main priority issues highlighted were:

• the need to disseminate environmental information to the different stakeholders,
• the necessity to strengthen public participation in environmental decision-making, and
• the need to create awareness at all levels of access to justice and to integrate regulations facilitating access to environmental justice in existing legislation.
