Partnership Between the Russian Federation and UNITAR to Strengthen Multilateral Regulation in Ecology

Partnership between the Russian Federation and UNITAR21 - 25 November 2016. Moscow, Russian Federation - The Regional Capacity Development Programme for Government Officers from the Russian Federation and other Commonwealth of Independent States Countries (the Programme hereafter) is organized in the framework of the five-year cooperation agreement between the Government of the Russian Federation and UNITAR. Each year, the Programme is focused on a different thematic based on the learning needs of the partner government. In 2016, the main theme was “Multilateral regulation in ecology and environmental management: Russian and International Approaches”.

This five-day training, organized in collaboration with the Moscow State Institute of International Relations (MGIMO), aimed to promote a more effective international cooperation in the area of multilateral regulation in ecology and the compliance with international norms and regional agreements.

The participants included officials from different ministries of the Russian Federation and the Commonwealth of Independent States, including the Ministries of Foreign Affairs, Ministries of Environment, Ministries of Agriculture, Ministries of Energy, Ministries for economic and industrial development, environmental regulatory agencies, Ministries of Emergency and Natural Disaster Response.

The training was delivered by Russian experts in science, technology and environment issues, such as Dr. Anna S. Makarova, Dr. Georgy V. Safonov and Dr. Natalia Sokolova, who introduced the 28 participants to the legal and institutional framework of multilateral environmental regulation, within and outside the UN system, and the mechanisms of implementation and enforcement of multilateral environmental agreements

By the end of the workshop, the participants were able to understand the multilateral dynamics and regulation in biodiversity protection, climate change, chemical waste management and their impact on trade and economic development.
