Background

Most Latin American cities still lack the infrastructure necessary for their economic development. Large projects (E.g. roads, drainage, water and sewerage systems) are usually costly and cannot be fully funded by the local government. Despite the large amount of financial schemes provided by national and international institutions, cities are unaware or unable to access these sources due to a lack of technical expertise. Furthermore, there is a great need from local authorities to obtain more information on other alternatives for financing urban infrastructure. This course aims to enable participants to access this information directly from financial institutions and learn from cities that make use of creative mechanisms to finance their projects.

Learning Objectives

This course will enable local decision makers to:

  • Identify  financial sources to fund urban development projects;
  • Identify and access urban planning mechanisms that help fund and promote urban development;
  • Analyse their local context and evaluate the challenges and opportunities for financing projects;
  • Formulate a rough plan with strategies and actions to finance projects.

Content and Structure

The course will present sources and alternative methods for financing urban infrastructure projects as well as successful cases of financial frameworks. The workshop will be structured into
- Module 1: International financial sources
- Module 2: Urban planning mechanisms
- Module 3: Models of Financing: Public-private partnerships and other examples
- Module 4: Presentation of successful practices
