Introducción

With the increased demands on the United Nations and regional organizations in the area of preventive diplomacy and peacemaking since the end of the Cold War, the staff of these organizations have had to grapple with a wide range of very complex conflicts. Managing such problems requires an in-depth understanding of conflict and a broad range of problem-solving skills. Conflict prevention also involves the ability to track and analyse disputes and to offer skilled intervention before such problems escalate into armed conflict. Diplomats making decisions with the UN system must also be fully aware of the range of options open to the Organization and have a good understanding of the causes of conflict if they are to make wise decisions about particular cases, as well as the Organization’s future direction in terms of providing addtitional resources for conflict prevention and resolution. To meet these many and varied challenges, the United Nations and the international community need individuals who are well-versed in the issues and skills involved in preventing and resolving conflict.

Objetivos del Evento

The major goal of this Fellowship Programme is to enhance the capacities of mid and senior level diplomats, United Nations and regional organization staff in the analysis and prevention of conflict with a particular emphasis on peacemaking through the United Nations.

By the end of the Fellowship Programme, participants will be able to:

Identify sources of conflict;

Analyse the interests and concerns of parties to a conflict;

Plan and engage in interest-based negotiation;

Identify principles of mediation and;

Apply conflict analysis, negotiation and mediation theories.

Contenido y Estructura

The Fellowship Programme is structured in four modules as outlined below:

Module 1: Sources of Conflict and the Dynamics of Conflict Escalation

Module 2: Negotiation Theory and Practice

Module 3: Mediation Theory and Practice

Module 4: Principles of Reconciliation

Metodología

The Fellowship Programme provides a mix of theory, case studies with a particular emphasis on peacemaking through the United Nations, and skills training. Participants will be provided with a comprehensive framework for understanding how disputes begin, escalate, and are resolved. This will include a systematic overview of the nature and causes of conflict, different types of conflict, the process of conflict escalation, the various transformations that occur during escalation, and the process of conflict de-escalation. Different kinds of negotiation and mediation are reviewed, as well as the various stages, multiple levels, and common obstacles to negotiation and mediation. Particular attention will be given to early detection of disputes and to the type of information required to provide sound political analyses and options for conflict prevention. Several case studies of past or current conflict situations are presented by senior officials who have been involved in efforts to resolve them. The programme provides hands-on practice in conflict analysis, negotiation and third party mediation.

The training programme is designed for mid and senior level professional staff from the substantive departments and agencies of the United Nations, staff from regional organizations, diplomatic staff from Foreign Ministries, and relevant personnel from non-governmental humanitarian organizations.
