The United Nations and its related bodies, agencies and programmes convene thousands of formal and informal, and official and unofficial meetings and conferences each year. In order for delegates to help fulfil the conference mandate and advance their national policy objectives, diplomats must be able to manage a complex set of formal and informal processes in addition to the substantive issues to be addressed. This workshop aims to increase the awareness and understanding of the mechanics and working methods of multilateral conferences and diplomacy, and impart the requisite negotiation skills to enhance the capacity of diplomats to prepare for, and perform effectively in, multilateral fora.
Objetivos del Evento
The overall objective of this training course is to strengthen participants’ understanding of multilateral conference diplomacy as well as their skills to efficiently participate in multilateral conferences.
By the end of the workshop, participants should be able to:
- Identify how conferences unfold and the value of certain formal and informal processes in advancing delegate objectives;
- Identify the principal set of actors involved in multilateral conference negotiations and the institutional framework in which they operate;
- Apply negotiation techniques and strategies in a variety of conflict scenarios relevant to the conference setting, including complex multilateral talks;
- Detect and incorporate other delegations' strategies.
Contenido y Estructura
The training workshop will include a study of multilateral conferences and their main functions, outcomes, and the role of delegates in achieving collective and national purposes. An examination of formal and informal processes will reinforce an understanding of the mechanics of the conference structure. Next, participants will explore the nature and dynamics of international negotiation in the multilateral conference setting. The essential steps of all phases of negotiation will be covered, including thorough preparation and planning, execution and debriefing.
The workshop is designed to be highly interactive and participatory, including the simulation exercise and various pedagogical tools to enable the participants to acquire a thorough knowledge and understanding of the negotiation process dynamics at work, in addition to the transfer of skills and techniques to enable them to function effectively and efficiently in multilateral conferences.
The course will be built on four pedagogical pillars: concept learning (lectures and presentations), role-playing (simulation), experience sharing (roundtable discussions) and exposure to real world problems and policy choices confronted by diplomats and representatives of the developing world (case illustrations, video performance analysis, and Internet broadcasts of actual multilateral conferences taking place in the UN).
