Contexte
In cooperation with the International Telecommunication Union (ITU) and the United Nations Office on Drugs and Crime (UNODC), the United Nations Institute for Training and Research (UNITAR) will organize a High Level Panel on Cybersecurity and Cybercrime. The topic is of great relevance, since these rapidly emerging threats are raising serious concerns, and are becoming increasingly important for diplomats and decision makers in contemporary government and policy making.

The Panel aims to discuss and define the concepts of cybersecurity and cyberthreats. Through an interactive dialogue which will ensue after the presentations participants will be able to expand upon points of interest directly with the panelists. The Panel will also discuss potential strategies, tools and guidelines which could be employed to counter cybercrimes. A discussion by the Panel on a possible future cooperation will also be welcomed.

Panelists will include: Dr. Carlos Lopes, Executive Director of UNITAR, Dr. Hamadoun I. Touré, Secretary-General of ITU, Dr. John Sandage, Director of the Division for Treaty Affairs of UNODC, H.E. Ms. Sylvia Poll, Ambassador, Deputy Permanent Representative, Permanent Mission of Costa Rica, Mr. Ernest V. Chernukhin, First Secretary, Department on New Challenges and Threats, Ministry of Foreign Affairs of the Russian Federation, Dr. Nils Melzer, Research Director of the Competence Center for Human Rights at the University of Zürich, Mr. Kah-Kin Ho, Head of Cyber Security Business Development in Europe and Emerging markets, Cisco Systems, and Mr. William Beer, Director OneSecurity at PricewaterhouseCoopers.

The discussion will take place on 31 January 2012 from 15.00 to 17:30 in Room XII of the Palais des Nations.
