Contexte

While the Charter of the United Nations has often been regarded as the constitution of the Organization, resolutions adopted by its principal organs may be considered as its laws. Hence, the need for accuracy, respect of the correct terminology and search for the proper expression. Over the years, the United Nations resolutions have acquired a distinctive style. Furthermore, the rules relating to the adoption of resolutions have been supplemented by a number of practices.

The training's principal goal is to provide strategic support to ASEAN Member States and Pacific Island Developing States plus Timor-Leste to help their diplomats fulfil multilateral and UN mandates through enhanced skills in understanding the nuances of a resolution drafting and structuring, of understanding the practicalities of adoption. The training aims to familiarize the participants with the structure and form of United Nations resolutions and decisions, to help them to improve their skills in the drafting of resolutions and to enable them to acquire a better knowledge of the rules and practices relating to the adoption of resolutions. Further, the participants will learn from experienced diplomats about the strategies for adoption.

Objectifs d'apprentissage

At the end of the workshop, participants will be able to:

• Define and distinguish the purpose and processes of resolutions in multilateral diplomacy;
• Understand the different components of UN General Assembly and Security Council Resolutions;
• Produce draft Security Council Resolutions;
• Understand decision-making in the various United Nations organs and the steps leading to the adoption of resolutions.
 

Contenu et structure

The one-day workshop will be structured as follows:
Introduction to Drafting, Structuring and Adoption of Resolutions, Learning the Strategies of Adoption of a Resolution in a Multi-lateral environment, especially the UN; Diplomatic Drafting Exercise; Review of Secretariat support; Comments and Advice on Adoption of Resolution, and Distribution of Certificates. The workshop will be conducted in English.
 

Méthodologie

The methodology of this course will consist of power point presentations explaining relevant UN texts, as well as the distribution of fact sheets on basic drafting techniques. In addition, a booklet on the basic rules of procedures will also be disseminated to students. The trainers for these activities will all be seasoned UN professionals with extensive experience applying UN rules and procedures as well as Ambassadors from UN Member States. A large part of the workshop is devoted to practical drafting exercises. In view of the limited duration of the workshop, active involvement of participants is required throughout the course.

This course is open to delegates of permanent missions from the ASEAN member states (Brunei, Burma, Cambodia, Indonesia, Laos, Malaysia, Philippines, Singapore, Thailand, Vietnam) as well as delegates from the missions of Pacific Island Developing States (Fiji, Federated States of Micronesia, Nauru, Palau, Papa New Guinea, Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, Vanuatu) and Timor-Leste accredited to United Nations Headquarters.

The workshop will be held at the Permanent Mission of the Republic of Indonesia to the United Nations on 325 East 38th Street, New York, on Monday, 10 December 2012 from 10:00 a.m. to 5:30 p.m.

All participants who successfully complete the workshop will receive a UNITAR Certificate of Completion.
