Multilateral Conferences and Diplomacy in cooperation with UNDP, Sudan
The United Nations and its related bodies, agencies and programmes convene thousands of formal and informal, and official and unofficial meetings and conferences each year. In order for officials and delegates to help fulfil the conference mandate and advance their national policy objectives, they must be able to manage a complex set of formal and informal processes in addition to the substantive issues to be addressed.
This workshop aims to increase the awareness and understanding of the mechanics and working methods of multilateral conferences and diplomacy, and impart the requisite negotiation skills to enhance the capacity of Sudanese officials to prepare for, and perform effectively in, multilateral fora.
At the end of this training, participants should be able to:
- Identify how conferences unfold and the value of certain formal and informal processes in advancing delegate objectives;
- Identify the principal set of actors involved in multilateral conference negotiations and the institutional framework in which they operate;
- Apply negotiation techniques and strategies in a variety of conflict scenarios relevant to the conference setting, including complex multilateral talks;
- Detect and incorporate other delegations' strategies.

Participants would begin the training workshop with a study of multilateral conferences and their main functions, outcomes, and the role of delegates in achieving collective and national purposes. An examination of formal and informal processes would reinforce an understanding of the mechanics of the conference structure, including a study of consultations and standard rules of procedure. Next, participants will explore the nature and dynamics of international negotiation in the multilateral conference setting. The essential steps of all phases of negotiation will be covered, including thorough preparation and planning, execution and debriefing.
Participants will have an opportnity to apply negotiation strategies and techniques in practice through simulation exercises. Debriefings and roundtable discussions will be conducted to share best practices and highlight lessons learned for the negotiator. The workshop concludes with a discussion of the lessons learned, the skills acquired regarding negotiation, and how they can be utilized to assist participants in their preparation for and participation in conferences.
The training is designed to be highly interactive and participatory, and will include a variety of simulation exercises and pedagogical tools to enable the participants to acquire a thorough knowledge and understanding of the negotiation process dynamics and substantive issues at work, in addition to the transfer of skills and techniques to enable them to function effectively and efficiently. The course will be built on four pedagogical pillars: concept learning (lectures, presentations), role-playing (exercises, simulations), experience sharing (panels, working group discussions) and exposure to real world problems and policy choices confronted by Sudanese officials, diplomats and representatives (case illustrations, video performance analysis, and Internet broadcasts of actual multilateral conferences taking place in the UN).
The training course is designed for diplomats and officials representing the Government of Sudan preparing for multilateral conferences or negotiations. The Government of Sudan and the UNDP Sudan will be responsible for selecting participants, taking into account the quality of applications received, and the relevance of the training subject matter in the duties of the beneficiaries.
