Democratic Governance which is inclusive, participatory, and accountable, forms an essential framework for achieving resilient communities. Resilient communities require that the people, households, societies, countries, and systems have the capability to mitigate, adapt to, and recover from shocks and stresses in a manner that reduces vulnerabilities and facilitates inclusive growth. Resilience places an emphasis on inclusive processes led by stakeholders. It requires participatory assessments, planning and accountability to improve service delivery, reduce social exclusion, and enhance relations among parties. It emphasizes the use of a wide range of actors to identify the root causes of insecurities and to develop coordinated community responses. Resilience is linked to sustainable development goals, as it is integrated throughout society. Further, it supports the objectives of the Busan Agreement, which called inter alia for local ownership. Democratic governance places an emphasis on democratic process, which includes such values and principles as inclusion, participation, non-discrimination, accountability and transparency. Democratic governance enables a society to pursue policies to build resilient communities as well as the goals for sustainable development. A society that is transparent and accountable, encouraging for civil society and media and engagement, may well be best suited for addressing and discerning potential issues for conflict or for factors such as climate change and urbanization.
The first in a series of three one-day workshops, facilitated by the UNITAR New York Office (UNITAR NYO) and the International Institute for Democracy and Electoral Assistance (International IDEA), this session aims to promote the building of resilient communities through the implementation of strong democratic governance and ideals. To this end, it will provide participants with the background knowledge and practical skills to effectively advocate for democratic governance and building resilience. The session will also frame the discussion of linkages between democratic governance and resilience within the framework of the ongoing debate on Sustainable Development Goals. By the end of this seminar, participants will be able to: • Discuss the meaning of democratic governance and resilient communities; • Understand how democratic governance is linked to building resilient communities; • Identify the role that actors in local and regional government, as well as civil society, play in the building of resilient communities; • Identify opportunities for promoting resilient communities through democratic governance; and • Articulate democratic governance dimensions of building resilient communities within the SDG framework.

This one day workshop will be held from 10:00 a.m. to 1:00 p.m. and from 3:00 p.m. to 5:00 p.m., over one day. It will be comprised of several sessions related to specific topics.
The program will encourage a participatory approach and include expert presentations and seminar style discussions. Participants will receive a comprehensive set of reference and background material, including selected articles and other reference documents, copies of PowerPoint presentations, and other relevant materials. Resource persons will comprise policy experts, senior UN officials, experienced practitioners from the NGO sector and academics from leading research institutions.
The Series is open to delegates of Permanent Missions to the United Nations in New York, and to other representatives of international, intergovernmental, and non-governmental organizations.
