Background

In mid-September, hundreds of diplomats attend the annual session of the United Nations General Assembly.  A large proportion of them comes from the capitals and may not be sufficiently familiar with the United Nations.  Before taking up their functions, many of the delegates assigned to the Second, Third or Fifth Committee for the first time may require a broad understanding on the procedures and issues before these committees.  The special briefings aim at providing such information to new delegates to the General Assembly.

Learning Objectives

At the end of each special briefing, participants will be able to:

  • Define the procedures of the Main Committee concerned;
  • Identify and explain the main issues before the Committee;
  • Understand the role of the Chair of the Committee and informal consultations.

Content and Structure

Participants review the procedures, agenda and documentation of the Second, Third and Fifth Committees and their working methods.  

Methodology

The briefings are conducted by Mr. Jean Gazarian, UNITAR Senior Fellow.  Presentations are made by experienced diplomats and members of the Secretariat.

Targeted Audience

The briefings are primarily designed for delegates who serve in the Second, Third or Fifth Committee for the first time.
