The Human Resources Section of UNITAR was established in May 2007 and has a clear mandate within the on-going reform process, namely, participate in the strengthening and rationalization of UNITAR organizational structure through coherent and transparent management of personnel. Established policies and practices remain flexible, responding and adapting to the changing characteristics of the Institute’s activities, work environment, and people, to meet the challenges of the future. The philosophy of the Human Resources Management at UNITAR is grounded in the principles of ethics, fairness, transparency and accountability aiming to retain multi-skilled, versatile and mobile staff, with the highest standards of efficiency, competence and integrity.

The HRM function has undergone tremendous change over the last years. Large organizations used to look to the "Personnel Department," mostly to manage the paperwork around hiring and paying people. Nowadays, organizations consider the "HR Department" as playing a major role in staffing, training and helping to manage people so that the personnel and the organization are performing at maximum capability in a highly fulfilling manner.
