2013 Report of the Secretary-General on UNITAR
The United Nations has released the 2013 Report of the Secretary-General on UNITAR. The report responds to resolution 2011/11 which the Council adopted at its substantive session in July 2011 and highlights a number of achievements that the Institute has made under the 2010-2012 Strategic Plan, including growth in beneficiary outreach, increased use of technology-enhanced tools for learning and enhanced quality and results-based management practices of the Institute’s programming.
The report emphasizes increased efforts that the Institute has placed with a view to achieving gains in efficiency, such as e-Learning and training-of-trainer multiplier approaches. Online courses now represent 50 per cent of all learning related activities, with e-Learning beneficiaries now numbering close to 5,000 individuals annually. Training-of-trainer initiatives have expanded over the course of the planning cycle and now include projects in the fields of diplomacy, the environment, peace-keeping and post-conflict reconstruction.
Parallel to the Institute’s focus on learning and developing knowledge and skills of important change agents, the report also highlights programming areas of UNITAR that respond to broader capacity development challenges, with larger scale and longer term initiatives. Finally, the report showcases a number of inter-agency collaborative initiatives in which UNITAR plays a key role, such as the UN CC: Learn initiative which assembles over 30 UN agencies into a training, education and awareness raising partnership.
While the Institute’s overall financial situation in terms of income remains stable, the report stresses the ongoing financial challenges that the Institute faces in the absence of any core resources, and concludes by recommending that Member States provide full support to the Institute, including the necessary non-earmarked funding that will enable the Institute to meet its core requirements.
The report, issued as E/2013/63, will be presented at the 2013 substantive session of the Economic and Social Council in July.
