Our Results, Evidence and Learning
Results, evidence and learning are important drivers of the Institute’s programming. As a performance-based learning organization, UNITAR is committed to delivering results and ensuring that its programming is relevant, effective and resource efficient. The Institute is also committed to quality assurance and learning, with a view to providing the tools for validating product and service quality and promoting learning within UNITAR for continuous programme improvement.
The Institute is guided by a Monitoring and Evaluation Policy Framework which links strategic planning, results-based budgeting and work planning with performance measurement, evaluation and organizational learning. The Institute’s learning-related programming is also guided by a Quality Assurance Framework.
This section provides an overview of the Institute’s key results, including key performance indicators, programme performance and annual results reports, and independent evaluation reports.
UNITAR tracks a number of key performance indicators (KPIs) to assess organizational performance against the Institute’s intended outcomes and strategic objectives. KPIs serve as the corporate performance dashboard, with measures on beneficiary outreach, types of programming, gender and development status of beneficiaries, client feedback and utilization, and financial metrics. KPIs are updated quarterly.
The Institute operates on the basis of a two-year budget and programme of work cycle. Programme performance reports record performance data and information from all offices, programmes, sections and units with planned results specified in the biennial programme of work. In addition to recording an assessment of outcomes, the report also includes ratings against output targets and lists any non-programmed results that have been achieved during the budget cycle. Programme performance reports are published every two years.
Results reports are produced annually and summarize the Institute’s major results and achievements in relation to trained beneficiaries and other outputs under the six high-level programme areas of the strategic framework.
The Institute’s evaluation policy provides for both independent evaluations and self-assessments. While the majority of evaluations are undertaken as self-assessment exercises by the programmes and other entities delivering projects and activities, with the results of the self-assessments incorporated in narrative project reports, independent evaluations are also conducted periodically for specific projects or on a thematic or cluster basis. This section includes a list of independent evaluations.
UNITAR places much value on knowing the impact of its programming and especially knowing how its training has contributed to furthering the lives of beneficiaries and producing any unintended or indirect effects. With the onset of the 2030 Agenda for Sustainable Development, assessing impact is all the more vital for UNITAR to understand how its programming is helping Member States achieve the Sustainable Development Goals.
UNITAR wants to engage you in this process. While impact is regularly assessed in its independent evaluations, it is also interested in learning directly from you. What’s your impact story? An impact story is a way you can express the outcome(s) of a learning event through a narrative approach. It engages you in the evaluation process by allowing you to share your own experience-based knowledge as well as highlight both positive and negative elements of a programme for improvement.
