OBJECTIVES
and
METHODOLOGY
The UNITAR Hiroshima
Fellowship for Afghanistan is a long-term initiative aimed
at
capacity building, and enhancing leadership, executive and
professional skills of a
core group of senior
Afghan government officials, academics and practitioners,
in order to help them achieve their personal learning and
professional goals.
The Fellowship
undertakes a combination of different training methods and a
series of skills-building activities throughout the year, such as
on-site workshops, Mentor/Coach/Fellow communication, video
conferences (VCs),
audio-web conferences (AWCs)
and project work sessions (PWSs).
Up to
three workshops will be held as part of the 2007 Cycle, alternating
with VCs and AWCs.
The
first two workshops
will be
held in Kabul or in the region, while the final one takes place in
Hiroshima. Each workshop is about four days long and focuses mainly
on a single subject so that the particular set of skills can be
fully developed and absorbed by the Fellows.
Topics are, in
part, determined by the requests and needs of the Fellows, but in
general come from the following list of key themes:

Accounting and budgeting;

Project design and proposal writing;
-
Project management and reporting;
-
Team-building and teamwork;
-
Communication skills;
-
Leading professional and organizational development; and
-
Training of Trainers and development of training programmes.
Fellows are required to attend all Fellowship
activities.
PARTICIPANTS
The participants
will be
selected based on specific criteria established by UNITAR and
partners, such as their professional background, motivation, and
‘human resource development role’ in specific areas of professional
responsibility within the government or in civil society. In
addition to an appropriate level of English language and computer
skills, participants should have at a minimum a Bachelor’s degree
(preference will be given to candidates with post graduate
qualifications), and be within the age group of 25 to 50 years.
Preference will be given to candidates already in decision-making,
policy-planning or, most preferably, capacity-building and
training positions. Priority areas for the 2007 Fellowship are:
public health, higher education, human resource development,
environment and economics/finance.
Once selected, Fellows
continue to work at their jobs in
Afghanistan
throughout the Fellowship period and will have to meet requirements
underlined in the Fellows’ Terms of Reference
(see Application Package).
WORKING LANGUAGE
All
training events are conducted
in
English. A good understanding of spoken
and written English is thus mandatory.
APPLICATION PROCESS
Government officials should apply through the Civil Service
Training and Development Department of the IARCSC (Prime minister's
Compound, Shah Mahmood Ghazi Watt). Other applications should be
submitted to UNITAR (hiroshima@unitar.org). Please also note
that incomplete applications will not be considered by UNITAR.
