Post-Conflict Reconstruction in Japan, Republic of Korea, Vietnam, Cambodia, East Timor and Afghanistan

Edited by Nassrine Azimi, Matt Fuller,

Hiroko Nakayama

Proceedings of an International Conference in Hiroshima, November 2002

Japan, Republic of Korea, Vietnam, Cambodia, East Timor and Afghanistan - what do these countries have in common? Each has experienced protracted war, social conflict and destructions, then faced the long and often tortuous path to post-conflict reconstruction. Each has pursued its own specific path yet each has faced or is facing problems and challenges common to all. What then are the lessons of past reconstruction efforts? And more important, what can the past teach us in these times of turbulence and discord?

To address these issues, more than 50 scholars, practitioners and government officials dealing with post-war reconstruction gathered in Hiroshima for three days in November 2002 to discuss the lessons of history and its relevance for today. This book brings together their collective knowledge and wisdom. It offers their assessments of the possibilities and pitfalls of post-war reconstruction and their insights for those countries that today are wrestling with efforts to rebuild their countries with dignity, ingenuity, and hope.

In the words of one of the authors, "the most difficult work after years of war is to help people heal their psychological scars and keep hope". This book will be invaluable to those wanting to understand how people in diverse countries and periods have dealt with the scars of war and prevailed. The volume contains all the papers presented at the Hiroshima Conference as well as transcripts of the discussions that took place throughout the event. The book will be a unique asset to experts and laypersons alike, those interested or involved in the painful and essential transition from war to peace and reconstruction. It is particularly relevant in these times when so much - in Afghanistan, Iraq and elsewhere in the world - is at stake.
