Ambassador Mohsen Talaei was born in 1954. He received a B.A. in Commercial Management in 1975 and an M.A. in Economics in 1977 from the University of Tehran. He worked as a Senior Research Expert in the Iran Supreme Institute of Planning and as a Senior Expert of Macro Economic Programming in the Management and Planning Organization from 1977 to 1979. He worked as the Secretary to the State Planning Headquarters and later as a Director of the Economic Planning Office, from 1980 to 1992. He is the author of the First Development Plan of the Islamic Republic of Iran. He has also been Economic Counsellor and Deputy Ambassador of the Embassy of the I.R. Iran in Rome, Advisor to the Deputy Minister of Foreign Affairs for Europe and America, Director General of Strategic and Economic Coordination Office in the Ministry of Foreign Affairs, Special Assistant to the Foreign Affairs Minister and, more recently, Ambassador to South Korea. In October 2004 he was appointed as Ambassador to Japan.
