Conditions for Participation
a. SAI Commitment
The following commitments are required from participating SAIs for the ISSAI Certification Programmes:
- The SAI must have a fairly well established audit practice in the audit stream for which it nominates participants. For example: If the SAI nominates participants for the performance audit stream of the ISSAI Certification Programmes, it must have an established performance audit function in the SAI and the nominated participant must be a part of that function.
- The SAI will nominate candidates as per the eligibility requirements to the programme.
- The SAI will provide time and IT resources to the candidates for participating in the online e-learning courses of the programme.
- The SAI will release selected candidates for face to face workshop conducted as a part of the programme.
- The SAI will engage graduate ISSAI Facilitators in ISSAI implementation activities in the SAI.
- The SAI will make available the services of the ISSAI facilitators for supporting ISSAI implementation in other SAIs in the INTOSAI community.
b. Gender Balance
Gender balance and prioritisation of women candidates are the fundamental underlying principles of this programme. All SAIs must nominate equal number of male and female candidates to participate in the programme.
In case a SAI is unable to find required number of female candidates, the number of male candidates accepted will be reduced to maintain the balance. However, if a SAI nominates more female candidates than male candidates, all nominations will be accepted.

Minimum qualification is graduation. Professional qualification in accountancy, audit, IT, management is highly desirable and will be given consideration in selection. |

Audit Experience |
The candidate must belong to the audit practice for which he/she is nominated. E.g. if the candidate is nominated for participation in ISSAI Certification Programmes for financial audit, he/she must be a financial audit practitioner in the SAI. Besides being a practitioner the candidate must have minimum 6-8 yrs. audit experience in the respective audit area. |

Understanding of ISSAIs |
The candidate must have a fair understanding of the ISSAI framework, level 1 and 2 ISSAIs and level 4 ISSAIs pertaining to his/her audit practice. This will also be tested in the pre test for selection. |

5. |
Managerial Position |
The candidate must hold a managerial position in their SAIs. As implementation of ISSAI requires an institutional level focus, the nominated candidate must be in a position to influence decision making at SAI level. |
|
6. |
Interest in Capacity Building |
The candidate must have demonstrated interest in training and other capacity development activities. He/she must be open to learning and acquiring new knowledge and skills. |
|
7. |
Language Skills |
The candidate must demonstrate ability to converse and write effectively in English. |
|
8. |
Leadership & Communication Skills |
The candidate must have leadership skills. The candidate must be an effective communicator, who is able to work together with his/her team to espouse ISSAI implementation and conduct dialogue with high level functionaries in the SAI. |
|
9. |
Ability to travel and work in regional and international environments |
The candidate must be able to and willing to travel regionally and internationally. He/she must also have inter cultural sensitivity to work effectively in regional and international teams. |
|
10. |
IT Skills |
The candidate must have a good working knowledge of computers and be able to use the Internet and Microsoft office products like word, power point and excel. |
