The Diploma Course in International Environmental Law consists of 10 books covering the full range of international environmental law issues. The books are concise and provide essential information for effective independent study of the subject.

Course 1: Introduction to International Environmental Law. by Professor Alexandre Kiss (†) The evolution of international environmental law from the late 1960s onwards. Sources of international environmental law. Implementation of environmental law. Environmental concepts and principles notably state sovereignty, the precautionary principle, the polluter pays principle, and sustainable development.

Course 2: The Role of International Organizations in the Evolution of Environmental Law by Peter H. Sand Environmental law-making and policy administration by International Organizations. Environmental law at the global level and within regional structures. Environmental regimes for environmental management. The role of non-state actors in environmental law-making.

Course 3: Techniques and Procedures in International Environmental Law by Professor Dinah Shelton The Environmental Impact Assessment procedure and the role of Public Participation in environmental decision-making. Regulatory and economic measures in environmental law. Implementation and compliance measures, notably monitoring/ surveillance, environmental audits and reporting. Enforcement and remedial measures at the national and inter-state levels.

Course 4: International Environmental Negotiations by Brook Boyer The Negotiation process and the role of Negotiators. The process of conducting multilateral negotiations for developing soft law and hard law instruments. The distinct approaches and techniques required for conducting environmental negotiations.

Course 5: International Environmental Law: Hazardous Materials and Waste by Jan W. Huismans, Achim A. Halpaap and Peter J. Peterson Management of hazardous waste for protecting human health and natural ecosystems. Hazardous waste legislation: international agreements, regional agreements, and additional instruments. Obligations in the context of hazardous waste management such as information exchange, monitoring, and reporting.

Course 6: International Environmental Law: Biological Diversity by Cyrille de Klem and Clare Shine The importance of Biological Diversity in natural ecosystems. Global legal instruments for species and ecosystem conservation. Regional conservation instruments applicable in Africa, the Americas, Europe, S.E. Asia, the South Pacific, and Antarctica. Instruments for the conservation and management of particular species such as terrestrial, freshwater, and marine species.

Course 7: International Environmental Law: Atmosphere, Freshwater and Soil by Lothar Gündling Introduction to three primary environmental media: Atmosphere, Freshwater, and Soil. International legal instruments and regulations for their protection and management (e.g. the ‘United Nations Framework Convention on Climate Change’ for atmospheric protection).

Course 8: International Environmental Law: Marine Environment, Polar Regions and Outer Space by Lothar Gündling Introduction to three global common areas: Marine Environment, Polar Regions, and Outer Space. Measures available for managing the environmental issues affecting these global commons (e.g. ‘Integrated Coastal Zone Management’ for the marine environment).

1 Course 9: Environment and Trade by Professor Angès Michelot International trade principles defined by the GATT and WTO. Trade control measures such as eco-labelling, certification, taxes, subsidies, and quotas, applicable through Multilateral Environmental Agreements. Interactions between the environment and trading system in a regional context.

Course 10: Developments and Trends in International Environmental Law by Professors Alexandre Kiss (†) and Dinah Shelton A broad overview of the historical evolution of international environmental law; an analysis of its contemporary nature and an estimation of its future direction.

A CD-ROM containing about 200 international environmental law agreements, essential jurisprudence and other major environmental publications and a Participant’s Guide with methodological advices, information sources and assignment questions complete the course materials.

In totality, these study materials cover all major aspects of international environmental law and allow participants to develop a sophisticated understanding of the subject matter.
