UNITAR’s Strategic Plan 2010-2012 calls for the enhancement of the quality of products and services, indicating the need to implement quality assurance mechanisms to ensure the quality of its training and capacity development activities. This process includes the identification and adoption of quality standards criteria aligned with the specific activities implemented by the Institute and in accordance with the delivery modalities utilized, including online training.
In 2008 the Institute integrated a multi-agency participatory process to develop a set of quality criteria and certification process for technology-enhanced learning activities in the field of international capacity building – the Open ECBCheck. This set of criteria supports capacity building organizations to measure the quality of their e-Learning courses, allowing for continuous improvement through peer review and attributing quality label certificates.
UNITAR is part of the group of institutions supporting the development, dissemination, and further enhancement of the ECBCheck standards. The Institute is working towards the certification of a number of its technology-enhanced learning activities certified. As per now, two courses have already received the Open ECBCheck quality standards certification. The course "Governance in Urban Sanitation" was the first UNITAR course to achieve international quality standards certification, while the course "Innovative Collaboration for Development" has been certified through the ECBCheck peer review process in 2011. In 2012 two other courses were certified: "Introduction to Peace Operations" and "Understanding Conflict and Conflict Analysis".
