Monitoring and Evaluation ReportThe Institute has enhanced its managing for results practices with a new Monitoring and Evaluation Policy Framework. Taking effect on 1 April 2012, the framework represents an important step in the Institute’s efforts to strengthen accountability, efficiency and effectiveness in its programming and operations, in accordance with the 2010-2012 Strategic Plan objectives. The framework will also enhance organization learning and lead to improved quality in the design and delivery of training and other capacity development initiatives.

The framework includes a number of internationally recognized guiding principles, norms and standards, and specifies new M&E criteria and requirements. Replacing the evaluation policy in place since 2008, the framework shifts emphasis from the activity to the results-level. With few exceptions, projects and undertakings associated with learning outcomes, for example, will be required to systematically measure and evaluate knowledge, skills and/or awareness gained, and some undertakings will be required to undertake M&E exercises at higher levels of results. The framework also formalizes reporting practices that the Institute has put in place over the past several years, such as programme performance reporting, and provides for a more streamlined reporting format for small scale projects. 

While most evaluations will continue to be undertaken on a self-assessment basis given the nature and characteristics of UNITAR programming, the framework includes modalities for independent evaluation to be managed by the Institute's Monitoring and Evaluation Section. 

The policy framework completes the Institute integrated results-based framework, which links strategic planning, results-based budgeting and work planning with performance measurement and evaluation.
