M&E Policy Framework

MEIn accordance with the 2010-2012 Strategic Plan, the Institute is revising its current programme monitoring and evaluation policy with a new results-based M&E policy framework. A draft framework policy has been elaborated following internal consultations and a review of M&E practices and approaches of other organizations with a view to identify ‘best practices’ applicable to the Institute’s autonomous character.

The policy framework aims to strengthen the Institute’s accountability, enhance organizational learning and quality improvement, and contribute to improved decision-making of its programmes and operations. The Institute also expects the framework to provide leverage to mobilize sufficient resources for outcome-based programming.      

The framework includes a number of widely recognized principles, norms and standards; outlines different categories and types of evaluations; specifies minimum evaluation and reporting requirements; and describes modalities for evaluation planning and management, as well as the roles and responsibilities of management.

The policy framework will be implemented incrementally, beginning first with the Institute’s headquarters and out-posted offices, and subsequently with the CIFAL network of training centres for local authorities/actors. The framework is expected to be implemented fully by the end of 2012.
