MEFMI/UNITAR e-Learning Course on "Domestic Debt Sustainability Analysis (DDSA)" - Course Objectives and Target Audience

Course Objectives

Within the broad goal of building MEFMI regional analytical capacity for middle offices in debt management, the course objectives are:

• To develop middle office analytical skills in the use of domestic debt sustainability analysis methodology that would enhance capacity of national officials in conducting debt sustainability analyses (DSA), developing domestic debt strategies and advising policy makers in the domestic borrowing plans;

• To develop a pool of trainers or network of experts in domestic debt sustainability analysis methodology and domestic debt strategy formulation, who would be available to the region and their respective countries in enhancing the capacity of national officials; and

• To ease access to training, through adapted use of internet based e-learning, for wider participation by more officials, some of whose tight work schedules and travel logistical constraints may prevent them from attending face-to-face training.
 

Target Audience

Ministry of finance and/or planning and central bank officials who are involved in public debt management, budget/fiscal analysis or macroeconomic research and policy analysis. An academic background in economic and statistical analysis would be an added advantage with this target group. Up to 40 students will be enrolled.
 

Pre-requisites

In addition to meeting the criteria for the target group as described above, applicants should:

• Confirm having access to computer facilities and E-views software, either privately or officially at their places of work;

• Provide evidence of having received official endorsement for their participation from their management, who would allow them about 2 hours a day to work on course assignments, permit them to use official data and also review their research work prior to submission for marking by MEFMI trainers;

• Commit, in writing, to pursue the course to completion.
