QCPR Training Modules

The Quadrennial Comprehensive Policy Review (QCPR) is the mechanism through which the General Assembly assesses the effectiveness, efficiency, coherence and impact of UN operational activities for development and establishes system-wide policy orientations for the development and country-level modalities of the UN development system in response to the evolving development landscape.

These courses, brought to you in partnership with the Mission of Switzerland to the United Nations and the United Nations Department of Economic and Social Affairs (DESA), are geared towards delegates of UN missions.

QCPR Module 1
18 March 2016

This module discusses the challenges and opportunities posed by the 2030 Development Agenda; explains the opportunities that the QCPR process offers to Member States to guide, assess and monitor UN operational activities for development in the very first years of implementation of the 2030 Agenda; and presents options discussed during the ECOSOC Dialogue and explores their implications for the next QCPR.

QCPR Module 2
20 April 2016

This module focuses on the functions of the UN Development System (UNDS) after 2015: to deliver on the ambitions of the 2030 Agenda for Sustainable Development. The module explores the new development landscape and the increasingly diverse capacities and needs of countries, e.g. HICs, MICs, LDCs, conflict-affected countries and SIDS, requiring a repositioning of the UNDS to provide the necessary targeted and tailored support. In this regard, the module also explores the implications of the required post-2015 functions on organizational arrangements, capacity, impact and partnership approaches.

QCPR Module 3
24 May 2016

This module will discuss current trends, core vs. non-core challenges, and the possible opportunities to ensure adequate, predictable and flexible funding to deliver on the 2030 Development Agenda. It also discusses the implications of the Addis Ababa Action Agenda and the challenges posed by fast-changing and diverse needs on the ground.

QCPR Module 4
23 June 2016

This module will discuss how to deliver on a universal development agenda on the ground that requires an integrated and tailored response to the increasingly diversified needs and priorities of countries. This module will cover:
(a) DAO approach
(b) UNDAF process
(c) UN Resident Coordinator system
(d) Simplification and harmonization efforts for business practices.
The module will discuss challenges and opportunities to ensure a UNDS that is fit for purpose.

QCPR Module 5
28 September 2016

This briefing will be for the General Assembly Second Committee and delegates who arrived over the summer and were unable to attend previous briefings. This last module will summarize the key elements of previous modules, the key messages of the Secretary General's report on QCPR, explain the QCPR process and discuss ideas on the potential of the QCPR.
