25 June 2013, Barcelona, Spain – Members of the Integrated Training Group on Disarmament, Demobilization and Reintegration (IDDRTG) met in Barcelona for its annual meeting from 5-7 June 2013. The IDDRTG, a group of international organizations and training institutions, was established with the common intention of developing and sharing training materials based on the UN Integrated Disarmament, Demobilization and Reintegration Standards (UN IDDRS). The group has the key objective to supply harmonized training courses in order to meet the increasing need for highly qualified DDR practitioners, planners, trainers, and policy makers. Currently, the IDDRTG has 16 members and the co-chairs of the Inter-Agency Working Group on DDR (IAWG DDR), UNDP, and DPKO as strategic partners of the IDDRTG, participate with an observer status.
UNITAR became a member of the IDDRTG in 2011 as a result of the e-Learning course that it had helped to develop, the United Nations approach to DDR, and continuous support to DDR trainings. The online course complements the face-to-face courses delivered by the other IDDRTG members and further opportunities are being explored to create a synergy between the e-Learning and face-to-face trainings. UNITAR’s special position, being a member of both the IDDRTG and the IAWG DDR, has provided the opportunity for UNITAR to play a key role in supporting the IDDRTG in its efforts to establish a harmonized training evaluation system.
The focus of the annual meeting was to take stock of the activities over the past year as well as to coordinate trainings for the upcoming year. Discussions with DDR researchers and the co-chairs of the IAWG DDR have emphasized the changing nature of DDR in the field, which requires the IDDRTG to constantly adapt their trainings to this dynamic context. The need for a harmonized training evaluation system has emerged as a key topic, in order to see the impact of DDR training on the work of field personnel and to draw lessons learned for future course development. UNITAR was requested to coordinate and support the IDDRTG in these efforts.
The annual meeting was an opportunity for the UNITAR Peacekeeping Training Programme to confirm its commitment to supporting the activities of the IDDRTG, continuing training on the topic of DDR, and complementing face-to-face training capacity through e-learning.
