This training module is based on the Level 1 ‘Introduction to Security Sector Reform (SSR)’ course of the International Security Sector Advisory Team (ISSAT).

The main goal of this module is to offer an overview of the concept of Security Sector Reform (SSR), highlight the key SSR actors and their roles and outline the implementation of SSR programmes.

The course is structured in four lessons, described as follow:

  • Lesson 1: Introduction to the Concept of Security Sector Reform;
  • Lesson 2: Understanding the SSR Context;
  • Lesson 3: Key Actors and Coordination of SSR Processes;
  • Lesson 4: International Support to an SSR Process.
The course is delivered on-line, in asynchronous mode, and is moderated by international experts. The course places particular emphasis on self-paced learning, with participants being primarily responsible for their own learning throughout the duration of the course.
 
The course includes:
  • Interactive components, presenting the essential concepts and principles - compulsory material;
  • Optional reading material, intended to further clarify concepts and principles;
  • External links to additional resources (reports, papers, articles, documents and websites related to the lessons), hosted on a cybrary;
  • Glossary of terms, provided as a learning tool throughout the course;
  • Discussion boards, to post questions and comments visible to the moderators and other participants (managed by the course moderator and UNITAR staff).

The course is designed for civilians, military and police personnel. The course builds on their existing skills and expertise by showing them how these can be applied in the complex context of SSR and by providing them with the executive knowledge and additional personal skills they would require.

Participants are expected to have no prior, or limited, experience in SSR and to come from a vast and diverse demographic and professional range. The course is neither specialized for a particular gender or age group, nor to specific background experience and education.

The course is offered on a permanent basis. Participants interested in taking the course should register online and they will receive their account within 24 hours (Monday to Friday).

Participants with a passing grade of 80% on the assessment activities included throughout the course will be eligible for the joint UNITAR - ISSAT Certificate of Completion.

Participants who complete the assessment activities with a total score below 80% will receive a Certificate of Participation.
