The workshop on Finance and Investment in Africa is a foundation program developed to provide middle to high level officials with an overview of the increasingly important area of investment for development.

Investment facilitation encapsulates a broad array of topics for consideration; from aspects on the financial modalities of investment to business certification and standards of protection, sound facilitation represents the formation of a mutually beneficial architecture for increased commercial integration and expansion.

With a wealth of natural resources and a burgeoning consumer base, Africa must seek to both provide the products and services sought by its population whilst also ensuring a commercial environment that is conducive to business formation and growth.

For those in the ‘frontier markets’ of sub-Saharan Africa, the securing of foreign trade can provide domestic markets with cheap alternatives whilst also offering many enterprises an opportunity to engage in international commerce, at some level. Accordingly, increased levels of investment in Africa can offer numerous potentials both for investors and indigenous markets.

This workshop, which is financed by the Arab Bank for Development in Africa (BADEA), looks to elucidate these business potentials, offer understanding on the need for legal & regulatory protections – both for the benefit of businesses and indigenous populations – and examine the policies by which an optimum business environment may be cultivated, to best attract sound investment.

O workshop sobre Finanças e Investimento na Africa é um programa de fundação desenvolvido para fornecer uma visão global da área cada vez mais importante que é o investimento para o desenvolvimento. A facilitação de investimento engloba uma ampla gama de tópicos para consideração; dos aspectos sobre as modalidades de investimentos até a certificação de empresas e normas de proteção, uma facilitação adequada representa a formação de uma arquitetura mutuamente benéfica para uma maior integração e expansão comerciais.

Com sua riqueza em recursos naturais e uma base de consumidor crecente, a Africa deve não só oferecer os produtos e serviços necessários para sua população, como também assegurar um ambiente comercial que seja propício à formação de empresas e para o crecimento. Para aqueles que se encontram nos “mercados de fronteiras” da Africa subsahariana, a garantia de comércio exterior pode fornecer alternativas baratas para mercados domésticos enquanto também oferece a oportunidade para empresas de se envolverem no comércio internacional, em algum nível. Da mesma forma, níveis crecentes de investimento na Africa podem oferecer inúmeras potencialidades, tanto para investidores, como para mercados locais.

Esse workshop, que é financiado pelo Banco Árabe para o Desenvolvimento Econômico na Africa (BADEA), procura elucidar esses potenciais negócios, explicar a necessidade de uma proteção legal & regulamentar – tanto para o benefício das empresas, como das populações locais – e examinar as políticas por quais um ambiente de negócios ideal pode ser cultivado, para atrair mais investimentos.

At the end of the workshop, the participants should be able to:

  • Differentiate between investment challenges & opportunities and recognize the underpinnings of an enabling business environment;
  • Discuss the financial challenges facing Africa, the importance of strict financial accounting rules and the legal aspect of typical financing;
  • Examine the fundamentals of regional investment facilitation and infrastructure development through Private Public Partnership (PPP); and
  • Explain the financial modalities of investment identify bilateral investment treaties (BIT) and recognize their effect on investment dispute settlement procedures.

No final do workshop, os participantes deverão ser capazes de:

  • Diferenciar os desafios ligados ao investimento & às oportunidades e reconhecer as bases para um ambiente favorável de negócios;
  • Discutir os desafios financeiros enfrentados pela Africa, a importância de normas de contabilidade financeira estrictas e do lado legal de um financiamento típico;
  • Examinar os fundamentos da facilitação de investimento regional e o desenvolvimento de infrastructura a través de Parcerias Público-Privadas (PPP); e
  • Explicar as modalidades financeiras do investimento, identificar tratados de investimento bilaterais (BIT) e reconhecer seus efeitos sobre procedimentos de resolução de litígios.

The workshop is a two week event focusing on improving the individual participant’s knowledge of finance and investment issues for development.

The workshop will be based on a blended-learning participatory approach and include lectures, presentations, case studies, group exercises, and interactive discussions. Participants will receive a comprehensive set of reference and background material, including selected articles, reference documents, copies of PowerPoint presentations, and other relevant materials.

O workshop é um evento de duas semanas cujo foco é melhorar os conhecimentos dos participantes sobre questões ligadas a financiamento e investimento para o desenvolvimento econômico.

O workshop usará um método de aprendizagem combinada que inclui palestras, apresentações, estudos de casos, exercícios de grupo e dicussões interativas. Os participantes receberão um manual de aprendizagem e materiais de apoio, inclusive artigos selecionados, documentos de referência, cópias das apresentações PowerPoint, e outros materiais relevantes.

The workshop targets senior and middle level public an private sector officials in charge of investment and finance.

Participants are expected to meet the the following requirements:

  • Possess a university degree in economics, political science or a related area;
  • Have a minimum of five years of practical experience; and
  • Demonstrate a good working knowledge of Portuguese (spoken and written).

Please note: The workshop will be conducted in Portuguese - interpretation to other languages will not be available.

O workshop destina-se aos funcionários de nível sênior dos setores público e privado encarregados de questões ligadas à investimento e finanças.

Os requisitos para participar são os seguintes:

  • Possuir um diploma universitário em ciência política ou em outra disciplina relacionada ao workshop
  • Comprovar uma experiência prática de no mínimo cinco anos
  • Justificar um bom domínio da língua portuguesa (escrito e oral)

O número de lugares disponíveis é limitado a 15 pessoas.

Registration fee

The registration fee of 1,050 United States Dollars (USD) covers the participation in the workshop sessions, coffee breaks, and lunch on working days (15 to 19 September and 22 to 26 September 2014) as well as the Certificate of Participation. Please note that participants will bear all other expenses including travel and accommodation. Upon request UNITAR will issue a registration confirmation letter to participants who have paid their registration fees in full.

Fellowship for public sector officials (lusophone African countries who are not members of the Arab League)

BADEA will finance the participation of 10 officials from lusophone African countries who are not members of the Arab League). A call for applications was sent by BADEA to the Ministries of Finance of eligible countries.

BADEA and UNITAR will notify the successful candidates by email. Please note that BADEA and UNITAR will not be able to consider late or incomplete applications.

Taxa de inscrição

A taxa de inscrição é de 1,050 dólares (USD). Ela inclui a participação no workshop, as pausas de café e os almoços durante os dias úteis (15 a 19 e a 26 de setembro de 2014), e o certificado de participação. Por favor note que todas as outras despesas, como viajens ou alojamento ficam a cargo dos participantes. A UNITAR fornecerá, mediante solicitação, uma atestação de inscrição aos participantes que pagaram a taxa de inscrição integral.

O BADEA financiará a participação de 10 funcionários de países lusófonos da Africa Sub-Saariana que não sejam membros da Liga Árabe. Foi enviado aos Ministérios das Finanças dos países elegíveis pelo BADEA.
