The discussion on ‘Policy Coherence for Development (PCD)’ has progressed actively from the mid-2000s, and it has started in Korea 3 years ago, but the concept is still not that clear in Korea.
 
Among the topics being discussed under PCD, trade has had the most progress, followed by migration. The Korea’s Second Basic Plan for Foreign Policy recognizes the need for policy linkage between migration and development. However, there is no concrete immigration policy that takes development into consideration.
 
There is a clear need to raise awareness about the policy linkages between development and immigration. Many ministries in Korea are involved in immigration policy related but a coordination mechanism between ministries is needed to follow common development goals in migration and bring policy coherence.
 
This seminar aims to provide an opportunity for ministries to share information about their own policies and have a better understanding on what each other is doing in their respective ministry. 
The seminar aims to achieve the following objectives:
  • To raise awareness in Korea about the concept of ‘policy coherence’ and its implications;
  • To discuss the current status of government policies on migration in different government ministries;
  • To examine how different ministries deal with migration in their own administrative area.

The seminar includes sessions that aim to cover the following topics:

  • Linkages between international migration and development
  • Local migration and development 
  • Status of policies on migration and development 

Presentations by different Government Ministries:

  • Policy Coherence for Immigration and Development (Ministry of Foreign Affairs)
  • Policy Coherence for Employment Permit System and Development (Ministry of Employment and Labor)

The seminar will be delivered through presentations by government officials, roundtable discussions and experts lectures. 

National government officials responsible for offices that deal with immigration related issues.
