The Village Innovation Program (VIP) of the Indonesia Government is certainly a strategy that is helping to achieve inclusive growth. With more than 13,000 islands in this State which is also comprised of multiple cultures, it is always going to take an extra effort to reach out to the 74,957 villages. The Government of Indonesia have allocated the total amount of USD 13.63 Billion (IDR 187.65 Trillion) since 2015 to the village through Village Funds. In 2018 alone, the Government allocated  USD 4.36 Billion (IDR 60 Trillion) which marks a strong investment in people and a prosperous future by the Government of Indonesia.

The Platform team of ROK-UNDP/UNOSSC 2 Phase program will conduct a strategic consultation on how to develop a comprehensive package of innovation to gather VIP’s performance outcome and baseline data, monitor villages and strengthen the evaluation of the Village Innovation Program.

On 15 May 2018, the Government of Indonesia (the Ministry of Village, Development of Disadvantaged Region and Transmigration and Ministry of National Development Planning/Bappenas), STEPI, UNITAR JITC and TEMEP had a follow-up meeting to decide on the way forward. There was consensus in that there was a need for further planning and mobilisation of Indonesian counterparts to strengthen the capacities for a successful implementation of this programme. It is in this regard that the workshop of September 2018 is being convened.

In this vein, the Platform facilities, Indonesia Government and UNOSSC will collaborate and organize the workshop programme with VIP evaluation system for qualitative spending of the Fund and achieving desired results. The workshop will be proceeded by a high-level consultation workshop in order to instil some realities to the discussion on 12 September (Day 1). The session will be discussed in plenary by disseminating Korea’s Successful cases and comparing Indonesia’s presentation. On 13 September (Day 2), thematic sessions will take place led by Platform Group and GoI. It will be valuable classes composed of complementing VIP Evaluation System with qualitative analysis on evaluation indicator, supporting performance management of VIP to promote its own practices, and enhancing village sustainability. There will be expected to finalize the action plan through City-Share methodology.

In cooperation with VIP, it is important to set up the monitoring and evaluation indicators in order to measure the results across the targeted villages and compare the outcomes with the National Development Plan of the Government of Indonesia.. Discussions on the evaluation system would not only be beneficial to VIP, but can also lead to useful system that be applied to ROK-UNDP/UNOSSC 2 Phase program. Furthermore, deeper understanding of Korean case studies aims to achieve capability building of policymakers.

The workshop program will include the following topics:

Topic 1: Role of Government for Innovation and Development

Topic 2: Monitoring and Evaluation for Village Development Projects

Topic 3: Sustainable Business for Villages

Topic 4: Program Management Methodology: Evaluations and Monitoring Framework

Topic 5: Sustainable Development Policies and Strategies in regard to the UN Sustainable Development Goals (SDGs).

The training will be comprised of:

  • Lectures and presentations by experts
  • Self-assessment exercise
  • Group work and discussion
  • Action plan presentation
  • Visit to innovative start-up businesses

This workshop is open to the representative of national and local governments in Indonesia who wish to devise monitoring and evaluation indicators to measure and compare project outcomes of targeted villages, or to enhance their knowledge about relevant Korean case studies.
