Developing National Evaluation Capacities to Support the Implementation of the 2030 Agenda
The initial phase will include a training-related workshop bringing together 1 to 2 government counterparts from Ministries of Planning (or other agencies responsible for planning and M&E), UN(DP) Country Office staff and members of the evaluation community from 3 to 4 countries in the Asia-Pacific region. The selection of countries was determined in close consultation with EvalSDGs and UNDP country offices. This training workshop aime to enhance the capacities of the workshop participants to support a stronger evaluation component for the implementation of the SDGs at the national level, to identify current challenges and gaps in institutional arrangements and evaluation approaches and propose nationally relevant solutions.
This workshop proposes a set of initial actions supporting national evaluation capacity development. The approach provides support to country-led processes and prioritizes the exchange of good practices, country experiences and peer-to-peer learning as a source of knowledge and guidance.
- Strengthening awareness of the importance of country-led evaluations for the implementation of the 2030 Agenda and the review and follow-up process;
- Exchanging experiences and discussing which evaluation approaches/ methods may be most appropriate for supporting policy choices related to the 2030 Agenda, in particular for ensuring vertical and horizontal policy coherence across the three dimensions of sustainable development (economic, social and environmental) and the overall aspiration of ‘leaving no one behind’;
- Exchanging experiences on how countries (with an initial focus on ‘early starters’) are preparing to support country-led evaluations for the 2030 Agenda, including setting up M&E frameworks, institutional frameworks and networks, choosing evaluation methodologies / approaches, etc.;
- Setting up a peer-to-peer network to continue the experience sharing and learning process beyond the workshop
