The United Nations Institute for Training and Research (UNITAR), Geneva, and the Economics and Finance Institute, Phnom Penh worked together in the design and delivery of training on public financial management and climate change policy for public sector officials in Cambodia.

During the training, which used a blended approach (various methodologies combined) the EFI team was also introduced the e-learning concept. EFI showed its interest in e-learning materials and its development process and considers the approach suitable for the activities conducted by the institute.

The workshop aims at building capacity in the field of e-learning and instructional design. 

At the end of the workshop participants will be able to:

List the elements that make up the infrastructure needed to deliver e-learning.

Develop basic e-courses.

A 3-day hands-on workshop with focus on development of interactive e-learning materials touching on the following concepts/tools:

A parallel between F2F and e-learning training (commonalities, differences, advantages and the blended mode),
The common principles and its appliance in the e-learning format,
Infrastructure needed for delivering e-learning,
An introduction to the main features of a tool that would enable the beginner users to build basic e-courses

Three quarters of the workshop were dedicated to engaging in the development of an e-course on a previously established topic, Programme Based Budgeting, in Khmer language.

The participants will be encouraged to take over the ownership of the workshop precisely through the practical, hands-on character of it aiming at the full development of a basic interactive e-learning material on a topic relevant to their scope of activity (Program-Based Budgeting).

The workshop attendance was an initial step taken by EFI in the attempt to develop in-house e-learning capacity. In the future, this could potentially lead to the development of an in-house team who could provide the institute with the necessary skills to develop independently e-learning materials and distance learning platforms.
