This training session was part of the strengthening of the actors involved in promoting the transition towards an inclusive green economy on the one hand, and to equip actors for effective participation in the ongoing environmental tax reform on the other hand. The ongoing tax reform should eventually propose a fiscal framework in favour of the greening of Burkina Faso's economy, particularly its rural sector.

The objective was to provide basic training on green taxation to public administration executives in Burkina Faso, in this case those in the rural sector, with a view to equipping them to participate effectively in the ongoing environmental tax reform.

More specifically, it was a matter of : 

  • Introducing participants to the basic concepts of green taxation;
  • Presenting the main principles of green taxation;
  • Presenting the different tools of green taxation;
  • Discussing some experiences in the implementation of green taxation;
  • Establishing the links between green taxation and the greening of the national economy;
  • Presenting cases of application of environmental taxation in Burkina Faso.

The training took place in two phases. The first phase consisted of the training itself and the second phase focused on the presentation of the results of the training evaluation.

The methodology adopted for this training was sequential and consisted of three phases:

  • A preparatory phase (before the training): Skype Exchanges; Literature review and analysis; Preparation and submission of tools prior to training (questionnaire and interview guide); Production of a training implementation strategy document.
  • An implementation phase (during the training): The implementation phase mainly concerned the delivery of training in Ouagadougou
  • A finalization phase (after the training)
