Whether participating in key multilateral conference, a UN meeting, or on a UN delegation: All diplomats, especially those from developing and least developing countries, require essential negotiations skills. Negotiation training coupled with capacity building in substantive areas will not only equip diplomats, especially from developing and least developed countries, with the requisite expertise for engagement in a multilateral environment, but also provide the integral confidence to ensure consensus building.
This training will equip delegates with the necessary expertise knowledge and skills to make informed decisions and effectively negotiate at multilateral conferences. It is particularly oriented toward building capacity for diplomats for the forthcoming UNFPA International Conference on Population and Development.
With the UNFPA Conference for Population and Development quickly approaching, this workshop will feature aim to enhance the understanding of negotiations in regard to issues of population and development. This event will include speakers from UNFPA and from delegates who will be leading the deliberations, including the Chair of the negotiations, who is the Permanent Representative of Uruguay.
This event will aim to highlight objectives of the conference, as well as what to expect from the negotiation process. This event will equip delegates with the proper tools to participate in these respective upcoming deliberations.
The workshop will combine thematic expert briefing sessions with skills-building negotiation training, providing delegates the opportunity to develop arguments and negotiation strategies.
By the end of the two-day workshop, the partcipants will be able to:
1. Define the main challenges of multilateral negotiations and apply strategies to address said challenges;
2. Prepare a negotiation team for multilateral negotiations
3. Describe what difficult negotiations are manage such negotiations;
4. Recognize the role of Culture in multilateral negotiations and apply strategies to strengthen this role;
5. Learn about verbal and non-verbal communications in negotiations
6. Learn more about what to expect in the negotiations process for the goals set out in the International Conference on Population and Development.
The workshop will consist of an estimated 8.75 learning hours over two days.
The course provides analytical tools to understand multilateral negotiations and negotiations on population and development in particular. The workshop consists of the following modules:
Module 1: Introduction to Multilateral Conferences: Challenges, Purposes, Products, and Processes
Module 2: Reflections on Multilateral Negotions
Module 3: Simulation: Preparing a Negotiation Team for a Multilateral Setting
Module 4: Managing Difficult Negotiations and Negotiators
Module 5: Coalition Building the role of Culture
Module 6: Chairing and Facilitating Negotiations - Introductory Presentation
Module 7: Simulation: Multilateral Negotiations on Population Growth and Development - Drafting a Resolution
Module 8: Panel on Negotiations at Population and Development Conferences
Module 9: Insights on the ICPD Process for 2014 and Beyond
The workshop is created around methods that give participants a combination of lectures followed by Q&A, led by senior diplomats, academics, as well as negotiation practitioners who have experience in training in multilateral negotiations. The workshop itself encourages a participatory approach for the participants, whether the session is a simulation, an exercise, or a lecture. Tools, methods, techniques, and approaches are all taken into consideration for each session and the workshop is designed for optimal accumulation of knowledge and experience. The methods chosen for the specific session reflect the optimal mode of delivery for participants to achieve the learning objectivesThis in-depth workshop will provide participants with a chance to learn the subject material through a combination of simulations, discussions, and lecture-style sessions that are presented by trainers, diplomats, academics, and other experts in the field of negotiation and mediation.
Participants' learning will be assessed based on a questionnaire that will be distributed at the end of the two-day workshop.
It is aimed for those delegates at the United Nations who would like to improve their knowledge of and access to the most up-to-date information pertaining to negotiation and mediation within the multilateral context.
It is particularly aimed toward junior diplomats and those from developing and least developing countries. Other government representatives who may be participating in negotiations from those missions may also apply.
