The 1st Forum on Green Economy Learning was organized in Paris in December 2015. It resulted in the ’Paris Summary Statement on Learning for an Inclusive Green Economy’, which outlined:

1)       The value of Inclusive Green Economy (IGE) learning

2)       The need to increase effectiveness and sustainability in IGE learning

3)       The role of promoting IGE learning at national level

4)       The importance for scaling up for impact.

The 1st Global Forum on Green Economy Learning was the first event of its kind, bringing together networks working on TVET, university education and professional skills development. This first edition allowed to lay the ground for the initiation of a global green economy learning network.

Building on this experience, PAGE and various partners, organised the Second edition to upscale green learning solutions and enhance further partnerships and collaboration.

The overall goal of the 2nd Global Forum on Green Economy Learning is to scale-up knowledge and skills development for devising green economy solutions that are inclusive and address concerns related to economic competitiveness and employment. More specifically the Forum aims to:

·         Discuss how to identify critical knowledge and skills gaps among professionals involved in green economy policy design and implementation;

·         Identify examples of effective learning actions in support of just transition strategies;

·         Identify the impacts of effective skills development and training (how do we know we are making a difference and achieving meaningful results);

·         Engage education and training institutions, in particular national schools of public administration and civil service training institutes, in delivering green economy learning actions; and

·         Initiate South-South-North partnerships to facilitate information exchange and experience-sharing for green economy learning.

The 2nd Forum aims to address one of the key questions for green economy learning: How can countries build up a critical mass of professionals that: (1) understand the risks and opportunities of a transition to an inclusive green economy; and (2) have the knowledge and skills to put in place the right policies and incentives to address identified risks? That means the Forum will focus on the issue of learning and skills development for current and future decision-makers, technical staff in Ministries and others involved in policy design and implementation.

The Forum is expected to bring together 60-70 professionals engaged in green economy learning and capacity development from national, regional, and global institutions. In particular, the Forum targets:

·         Representatives from education and training institutions that train decision-makers and other professionals involved in policy design and implementation (including national schools of public administration; civil service training institutes; universities, etc.);

·         Policy-makers and public officials engaged in green economy policy and capacity development;

·         Development partners active in green economy capacity development; and

·         Representatives of NGOs and business associations regularly delivering relevant trainings.
