La sécurité électorale est vitale pour la consolidation d’institutions démocratiques dans de nombreux pays. Même dans un environnement politique stable, des élections peuvent entrainer un conflit. Alors que c’est un problème d’envergure globale, les causes, caractéristiques et intensités des conflits électoraux varient suivant le contexte de chaque pays. Si aucune planification n’est faite pour prévenir, gérer et médire des conflits électoraux, les élections risquent de devenir le terrain de violences et d’intimidations où le conflit est utilisé comme une tactique politique pour influencer le résultat des urnes. Ce problème s’étend au delà du simple processus électoral puisque la légitimité du gouvernement gagnant est aussi en péril lorsque le conflit est utilisé pour arriver au pouvoir.

Ce cours a pour but d’explorer comment une planification peut adresser plus systématiquement et efficacement les causes, manifestations, et conséquences de violences électorales. Ce cours est basé sur le Cadre de Sécurité Electoral (Electoral Security Framework) développé par Creative Associates International de L’Agence International de Développement des Etats Unis (USAID) comme un instrument de d’analyse qui class les conflits électoraux pour ensuite déterminer les stratégies et activités qui peuvent être mis en place pour prévenir, gérer et médire ce conflit.

At the end of the course, participants will be able to:

  • Outline the major issues related to the phenomenon of child soldiers;
  • Identify legal instruments that discipline the protection of civilians in conflict situations;
  • Illustrate possible options for interactions with child soldiers;
  • Discuss strategies for preventing the recruitment and re-recruitment of children as soldiers;

Les éléments principaux du Cadre de Sécurité Electoral seront présentés aux participants dans les modules suivants :

  • Introduction a la sécurité électorale
  • Analyse de la sécurité électorale
  • Planification de la sécurité électorale
  • Planification de programme de la sécurité électorale
  • Contrôle et évaluation de la sécurité électorale

Le cours est conçu pour être interactif et encourager la participation. A la fin du cours les participants auront découverts les manières d’assurer un system électoral sure, ils auront acquis les connaissances sur les causes et les impacts de l’insécurité électorale, ainsi que la capacité de prévenir, gérer ou médire des conflits électoraux.

Identifier les axes principaux et le rôle des divers intervenants impliqués dans  l’élaboration et la mise en œuvre d’un dispositif policier;

Formuler la déclinaison opérationnelle d’une  stratégie sécuritaire couvrant les quatre phases du processus électoral;

Etablir la constitution, les missions et le mode de fonctionnement d’un Centre d’Informations et de Commandement.
