The West African Institute for Financial and Economic Management (WAIFEM) in collaboration with the United Nations Institute for Training and Research (UNITAR) will organize a joint e-learning Diploma Course in Public Debt Management from February 29 – April 22, 2016.

The Diploma course in public debt management which is partly funded by the African Capacity Building Foundation (ACBF) is a comprehensive training designed for people seeking an understanding and practical application of sovereign debt management in public and private sector institutions.

The course is particularly suitable to officials with responsibilities for public financial management, debt, accounting and research and private sector needing a broad understanding of public debt management techniques. The course which is tailored to provide good grounding of the theory and practical experience of public debt management will discuss the concept on external and domestic debt in-depth and also the application of these concepts in the real world of finance. Students will also develop analytical skills and study the difference between debt strategy and debt sustainability analysis.

The course comprises seventeen lessons structured around four modules. On completion of the course students will be awarded Diploma in public debt management.

  • Framework for evaluating of debt management (debt management performance assessment framework)

Course contents which is in four modules would consists of all of the following:

Module I: Introduction to Public Debt Management:

  • Lesson 1. What is public debt and why debt management is Important?
  • Lesson 2. Historical evolution of public debt
  • Lesson 3. Basic concepts in external and domestic debt
  • Lesson 4. Fiscal Policy and Debt Management

Module II: Institutional Framework for debt management:

  • Lesson 1. Legal and Institutional arrangements for public debt management
  • Lesson 2. Overview of some country lessons and best practice
  • Lesson 3. Framework for Sub-national debt and financing
  • Lesson 4. Methodology of compiling debt records & Statistics

Module III: Debt in Macro Context:

  • Lesson 1. Debt in macroeconomic context and distinctions between debt strategy and debt sustainability.
  • Lesson 2. Debt Sustainability Analysis.
  • Lesson 3. Contingent Liabilities in debt management
  • Lesson 4. Indicators of External and domestic debt vulnerability

Module IV : Government debt market development:

  • Lesson 1. Financial Markets and Instruments
  • Lesson 2. Necessary & Essential conditions for development of Development and Maintenance of an Efficient Market for Government Securities
  • Lesson 3. Debt restructuring and risk indicators
  • Lesson 4. Debt Management Assessment Framework (DeMPA)

Each course has assignments and final online test, written assignments, which are submitted to and then marked by the course mentor/tutor. We recommend that 18-20 hours a week of study time will be sufficient to successfully complete the course in the stipulated time period.

In order to ensure the best possible outreach, the course will be delivered through e-learning. Through a multiple-instructional setting, the goal is to achieve the learning objectives by means of learning technologies that match personal learning styles and by the inclusion of non-linear learning that aims at the development of just-in-time skills of adult learners. At the same time, in order to allow participants maximum flexibility of scheduling , the learning will be conducted in an asynchronous manner. Using a state-of-the-art training architecture, WAIFEM and UNITAR will combine self-learning with assessments and online discussions. The pedagogy - adapted specifically to professionals in full-time work - will help train participants through various experiences: absorb (read); do (activity); interact (socialize); reflect (relate to one’s own reality).

Certification

Entry requirement and Enrolment (Who should do this course?)

The course is open for all individuals across the world. It is FREE to participants from WAIFEM member countries. However, Participants from outside WAIFEM member countries will pay a subsidized fee of $1,000 per participant. The minimum criterion for doing the course is good knowledge of English and at least a diploma or university degree or its equivalent in any social sciences or sciences and who have responsibilities for public financial management, debt, accounting and research and private sector institutions. The course is also suitable for graduates of other discipline with no previous knowledge of finance, economics, accounting and but who, for professional or personal reasons; wish to secure a stand-alone qualification Public debt Management. It is also ideal for those who wish to undertake post-graduate study / work on debt management

Enrolment

Provided applicants meet the Entry Requirement, they must first complete Application Form in UNITAR’s website.

On receipt, of the form WAIFEM and UNITAR will review the application and when approved, the applicant will be advised on how to proceed further in order to start the course.

Minimum hardware and software requirements for taking our e-Learning Diploma course:

  • Platform: Windows XP sp3, Vista sp2, Windows 7 sp1, MacOS X.
  • Hardware: 2 GB of RAM and higher for Vista and Windows 7.
  • Software: Microsoft Word, Microsoft Excel, Microsoft Powerpoint and Adobe Acrobat Reader (downloadable for free at adobe.com).
  • Browser: Internet Explorer 8 or higher; Mozilla Firefox 8 or higher.
  • Internet connection: 128kbps and higher.
