The proposed strategic approach aims to reinforce the successful cooperation between UNITAR and the Ethiopian Ministry of Foreign Affairs through a customized course in the field of Human Rights. This programme will further enhance the capacities of representatives of Ethiopia, notably civil servants and diplomats, by familiarizing them with the core concepts of Human Rights Diplomacy through a customized training workshop.

Furthermore, Human Rights Law strive to protect the lives, health and dignity of individuals. While international treaties are the basis of international human rights law other instruments, such as declarations, guidelines and principles adopted at the international level contribute to its understanding, implementation and development. Respect for human rights requires the establishment of the rule of law at the national and international levels. Indeed, once governments decide to become parties to international treaties, they must put into place domestic measures and legislation compatible with their treaty obligations and duties. When they fail to do so, mechanisms and procedures for individual complaints are available at the regional and international levels to help ensure that international human rights standards are respected, implemented, and enforced at the local level. One of these instruments is the United Nations Human Rights Council whose role is to strengthen the promotion and protection of human rights around the globe and to address situations of human rights violations, make recommendations on them and draft resolutions to alert on these violations. Therefore, this training workshop is an opportunity for Ethiopian civil servants and diplomats to better their knowledge on human rights issues, their promotion and protection mechanisms, as well as on the related UN system in order to play a decisive and protective role in the field of Human Rights Diplomacy.

UNITAR proposes to design a training workshop which is aimed to strengthen the capacities of the participants to act as international decision-makers and enhance their capabilities as leaders, taking into consideration national and international policies.

By the end of the workshop, participants will be able to:

  • Understand the history, purpose and mechanisms of the main multilateral fora of action with regards to the United Nations (UN) System of protection and promotion of human rights;

  • Understand the UN Human Rights Treaty Bodies and the UN Human Rights Council (with focus on the Universal Periodic Review (UPR) and Special Procedures);

  • Develop methodologies to draft, negotiate, and adopt Human Rights Council resolutions;

  • Identify the appropriate strategies (incl. national action plans) to ensure integrated implementation of human rights resolutions;

  • Develop skills and techniques to conduct dialogue on human rights issues with various stakeholders on national and international levels.

The proposed workshop will comprise of training, briefing sessions, and simulation exercises, over a period of three days. The overall aim of the workshop is to improve participants’ knowledge of the rules, functioning and practices of the Human Rights Council, its various mechanisms, and how they impact overall Human Rights Diplomacy.

The training course will be designed for 30 participants to be selected by the Ethiopian Ministry of Foreign Affairs and the EFRSTI; including diplomats and civil servants.
