Member States of the United Nations have, among other duties, the responsibility to suggest, discuss, draft, negotiate and adopt resolutions at the General Assembly, the Security Council as well as the Economic and Social Council of the United Nations. The workshop proposed by UNITAR aims to familiarise participants with the process of drafting, negotiating and adopting United Nations resolutions. An enhanced understanding of this process will enable participants to contribute more actively to the negotiations taking place within the different organs of the United Nations while allowing for representatives and delegates to defend their interests in a more impactful way.

The overall objective of this workshop is to familiarize participants with the structure and the process leading to the adoption of United Nations resolutions, in order to allow them to detect the many issues that can come into play in the drafting and negotiation phases.

 

More specifically, at the end of the workshop, participants will be able to:

•Compare the documents issued by the different organs of the United Nations;

•Discuss the specific structure of these documents and their numbering;

•Draft a United Nations resolution;

•Value the importance of consultation in the process leading from negotiating to adopting United Nations resolutions;

•Use the rules of multilateral conferences or meetings in a more efficient way to negotiate and adopt United Nations resolutions.

The workshop will consist of three parts. The first part will be devoted to a session on the documents issued by the different bodies of the UN, the structure of these documents, and the functions of their different constituent parts. During the second part of the workshop, participants will be involved in practical drafting exercises. The third part of the training will focus on all aspects of decision making in the different bodies of the United Nations.

The methodology used for the training is very much based on the idea of “practical learning”. The sessions will be highly participative in nature, combining power point presentations, exercises, case studies and group discussions.

This workshop is open to members of Permanent Missions and delegates of Ministries of Foreign Affairs and other government officials as well as to representatives of international, intergovernmental and non-governmental organizations.

The workshop will take place on February 4 and 5, 2019, in Geneva, Switzerland. The course participation fee is 1000 USD.
