Corruption directly or indirectly affects individuals and societies, regardless of the context and stage of development in any country. It can be present throughout different shapes and nuances by intensifying disparities in the most vulnerable people. It can cause detrimental effects on the enjoyment of Human Rights and set hurdles for their promotion and protection.

Because of the universal, indivisible, interrelated, interdependent, and mutually reinforcing nature of Human Rights, corruption can trigger a domino effect on civil, political, economic, social, and cultural rights by weakening the rule of law, good governance at all levels, and hampering transparent, effective, and accountable institutions, among other consequences. Likewise, they can reduce resources available to cover needs and root vicious cycles towards immoral and unlawful practices.

Therefore, mainstreaming knowledge about this problem pursues the transformation of discriminatory social institutions, laws, cultural norms, and community practices, such as those limiting access and the full enjoyment of Human Rights.

In order to tackle its root causes and consequences and find solutions for strengthening prevention, accountability, and redress, the impact of mainstreaming knowledge is a powerful approach to raise awareness, empower people, as well as fostering positive mindsets for transforming lives and moving forward from theory to practice.

In this regard, there have been continuous efforts at the international level under the umbrella of International Public and Human Rights Law on the need to suppress and prevent corruption and its acts through specific norms and instruments.

As a contribution to this endeavor, the Rule of Law and Anti-Corruption Centre (ROLACC) and the United Institute for Training and Research (UNITAR) have brought together their expertise and practical knowledge to collaboratively developed the e-learning course on “Anticorruption and Human Rights: Mainstreaming Anticorruption for the effective promotion and protection of Human Rights.”

This e-learning course aims to strengthen the competencies required at the individual and collective level to overcome some of the impacts caused by corruption to the full enjoyment of Human Rights while better understanding the benefits of promoting its prevention to this end.

At the end of the course, participants will be able to:

  1. Identify how Anticorruption efforts could strengthen the full enjoyment, protection, and promotion of Human Rights.
  2. Recognize the Human Rights challenges faced by individuals and societies for preventing and combating corruption.
  3. Describe different benefits and positive influence of preventing and combating corruption for the full enjoyment, promotion, and protection of Human Rights. Identify means for supporting anticorruption efforts, in both developed and developing countries and their links with Human Rights.

Module I. Links between Anticorruption and Human Rights

  1. What are the effects of corruption on the enjoyment of Human Rights?
  2. How can anticorruption efforts strengthen the full enjoyment, protection, and promotion of Human Rights?

Module II. Human rights challenges and corruption

  1. What is the domino effect of corruption on the full enjoyment of all Human Rights?
  2. What is the role of different actors involved in the prevention of corruption?

Module III. Fostering adequate conditions for Human Rights through preventing and combating corruption

  1. What States and other actors have learned from their efforts to prevent and combat corruption?
  2. How to formulate a cohesive strategy on anticorruption for the effective promotion and protection of Human Rights?

Module IV. Strengthening skills for training on Anti-Corruption and Human Rights

  1. How to raise awareness on the detrimental effects of corruption on Human Rights?
  2. What are the steps for developing a successful training program on Anticorruption and Human Rights?

Closing Remarks

The course is based on UNITAR’s sound adult learning pedagogical principles. Each module includes readings, self-assessment activities and quizzes. The learning activities are distributed in such a way to ensure the achievement of the learning objectives in a flexible manner.

The course is designed for supporting delegates of States and other relevant stakeholders working on anticorruption and Human Rights from developed and developing countries.

A certificate of completion will be issued to participants who achieve a minimum total score of 70% in the average grade. A certificate of participation will be issued to participants who complete all mandatory activities.
